    Description

    Energy Efficiency Engineer/Specialist to work in partnership with client, (military base).

     

    Resource Efficiency Manager providing comprehensive energy management consulting. Identify energy conservation opportunities and facilitate the implementation of projects, initiatives, and programs reducing energy consumption and demand, saving costs, and promoting environmental sustainability. You will work collaboratively, acting as an on-site agent to drive energy and cost savings, while achieving federal and military objectives.

     

    Manage energy efficiency programs and initiatives.

     

    Conduct facility walkthroughs to perform energy audits and identify conservation opportunities.

     

    Develop and propose energy efficiency improvements for various facilities.

     

    Explore and develop distributed generation and renewable energy projects.

     

    Provide energy training and support to staff.

     

    Conduct design reviews and analyze energy and utility data.

     

    Recommend enhancements to energy and utility procurement operations and maintenance.

     

    Assist in the construction and implementation of energy projects.

     

    Write technically sound audit and other reports

     

    Work both independently and collaboratively with involved parties

    Exp from Army Corps:

    - energy audits, project scoping, energy project development, and energy project management.

    -providing technical guidance and management of energy analysis related services

    - working knowledge in various energy guidance documents such as, but not limited to, ASHRAE 90.1

     

    -Energy Standard for Buildings Except for Low Rise Residentials, California Energy Code, California and CALGreen.

    -use of bin data, heating degree-days, or other methods of energy calculations

    -use Microsoft Excel to analyze weather data, building energy usage, developing use graphs such as cloud diagrams, and scatter plots. Be familiar with various Microsoft Excel analysis and filter tools, pivot tables, and various logical lookup functions.

     

    -familiar with all Executive Orders, ESPC, DSM, utility privatization and other legislation and regulations related to energy programs. Have a general understanding of the ESPC/UESC program including Measurement and Verification protocols.

     

    -direct digital controls (DDC) and controls logic and sequences and capability to retrieve trend data and review system operations and schedules.

     

    -using solar project modeling software such as SAM, RETScreen, or others.

     

    -proficient in the use of the Microsoft Offices suite for the analysis of energy usage data and the development of presentations of findings and proposals for cost-effective solutions.

     

    -good understanding of energy and demand load profile data presentation and interpretation.

     

    -understand or learn Army Energy and Water Reporting System (AEWRS) for energy reporting, a thorough understanding of potential utility rates that may be encountered at each site, ESPC guidance, DOE's measurement and verification protocols, etc

    Skills & Qualifications

    1.1. Education: REM shall possess at least one of the following combinations of educational and related experience

    requirements:

    a. A four-year engineering degree (preferably in mechanical or electrical engineering) and/or a registered

     

    Professional Engineer with a minimum of three years’ experience in energy management.

     

    b. An Environmental Science, business or related degree with a minimum of 5 years’ experience in energy

     

    management.

     

    c. A two-year technical degree with a minimum of 8 years’ experience in energy management.

    d. A non-degreed REM with a minimum of 10 years’ experience in energy management.

    1.2. Experience: REM shall have the following experience:

    a. Proven performance in facility management, in one or more of the following areas:

     

    (1) Project management, specifically in lighting and mechanical system retrofits

     

    (2) Project development, specifically in solar PV

     

    (3) Building Automation System Controls

    (4) Commissioning or Retro-commissioning of building systems

    b. Documented ability to achieve substantial energy savings in facility management.

    c. Demonstrated ability to develop an energy baseline.

    1.3. Additional Knowledge, Skills, and Abilities:

    a. Knowledge of utility rate/tariff structures to include:

     

    (1) The ability to evaluate the accuracy of utility billings.

     

    (2) The ability to determine if the installation is currently on the most beneficial rate structure/tariff.

     

    b. A REM shall demonstrate evidence of the following abilities:

     

    (1) Effectively communicate thoughts, both in writing and orally.

     

    (2) Work independently and proactively in achieving complex technical objectives.

    (3) Effective interpersonal skills:

    (a) Work well with others in problem solving situations.

     

    (b) Develop and facilitate solutions by achieving consensus on complex or complicated technical issues.

    (4) Strong proficiency with Microsoft Programs such as Word, Excel, Access,

    Microsoft Project, and Power Point. Of paramount importance is proficiency with Excel

    Pay and Benefits

    The pay range for this position is $50.00 - $61.00/hr.
