Job Status: This position is full time-40 hours. HRDC also has a "Wellness Hours Policy" which encourages full-time staff to use up to 4 paid hours weekly to work on their wellness.

Section II - Description of Duties Performed
General Summary of Purpose of this Position:
Responsible for overall performance of HRDCs Emergency and Supportive Housing programs. Establish and implement agency strategic initiatives. Develop public and private partnerships to promote emergency services, strategic goals, and programming for Gallatin, Park, & Meagher Counties. Provide supervision/guidance for department staff including Shelter and Transitional Housing Programs. Act as a liaison between the HRDC and other partner organizations.
Primary Job Duties and Responsibilities:
1. Carries out duties with a thorough knowledge of agency goals, objectives, projects and services
+ Leads the EHS department team in conceptualizing and implementing activities that enhance the scope and coordination of HRDC service to the community and individual constituents
+ Actively and effectively studies the community’s needs and works to fulfill such needs
+ Coordinates and monitors the provision of existing EHS programs across our customer base
+ Coordinates with the CEO regarding goals, program operations, partnerships, and funding
+ Engages in HRDC leadership team to further agency objectives
+ Participates in outreach and public education opportunities to further the agency’s mission
2. Selects, trains and guides department staff & volunteers
+ Participates in the hiring of necessary staff
+ Plans, direct and controls operational assignments for EHS department staff
+ Provides training specific to individual responsibilities
+ Promote and maintain a safe environment for staff, volunteers, and customers by actively participating in safety discussions, identifying potential risks, and helping design, implement, and maintain effective safety protocols.
+ Maintains spirit of cooperation and understanding among programs and work group members
3. Establishes and monitors budgets for various projects and the department as a whole; integrates various funding sources across programs within the department
+ Completes required reporting
+ Ensures allowableness of program/project charges
+ Maintains operations in a cost effective manner and within established financial limits
+ Prepares project and department projections as requested
+ Prepares and presents monthly departmental reports and Board of Directors reports
+ Provides grant contract management & assists with compliance for Federal and State grants
4. Explores and Implements New Opportunities and Service Delivery Models
+ Identifies and develops new opportunities to enhance the availability, accessibility, and effectiveness of EHS programs, including innovative service delivery models and strategic partnerships.
+ Evaluates potential initiatives — including grants, partnerships, and collaborative projects — to determine alignment with the mission, role, and scope of HRDC.
+ Works in conjunction with resource development staff and key community partners to pursue funding and leverage existing resources to expand or improve program impact.
+ Builds and maintains relationships with external partners to support integrated service delivery and collaborative approaches on-site and in the broader community.
5. Oversight and Maintenance of Program Facilities
+ Ensure program facilities are safe, clean, and well-maintained to support quality service delivery.
+ Conduct regular walkthroughs and inspections to identify facility needs, safety concerns, or maintenance issues.
+ Coordinate with internal teams, contractors, and vendors for repairs, upgrades, and ongoing facility services.
+ Maintain compliance with building codes, health and safety regulations, and organizational policies.
+ Oversee the scheduling and use of program spaces, ensuring accessibility and proper setup for program activities.
+ Manage facility-related budgets, track expenditures, and recommend cost-effective solutions for maintenance and improvements.
+ Develop and maintain preventive maintenance schedules and emergency preparedness plans.
+ Serve as the primary point of contact for facility-related concerns and ensure timely resolution of issues.
6. Interacts and communicates with customers, staff and others representing a wide variety of organizations, agencies and professions
+ Communicates both personally and impersonally through oral or written directives and memoranda
+ Represents the HRDC at public meetings
+ Promotes effective communication and cooperation with staff, customers and others, and, if necessary, negotiates disputes between programs
+ Provides direction to EHS department staff regarding implementation of agency wide policies, practices, cross-program directives and/or services
Required Qualifications: Knowledge, Skills and Abilities that are required for success in this position
Experience:
+ 5 year experience working in emergency services and with vulnerable populations
+ 5 years experience in a supervisory role &/or executive management
+ Experience demonstrating skills in public relations
Skills/Knowledge:
+ Ability to effectively work and communicate with a wide range of individuals from all socio-economic groups
+ Ability to read, interpret and implement documents such as governmental regulations, rules, and procedure manuals
+ Ability work with minimal supervision and effectively manage workflow
+ Ability to respond effectively to the most sensitive inquiries or complaints from customers or claimants
+ Ability to present self and organization in a positive professional manner
Education:
+ Bachelor’s degree in Human Services, Public Administration or Business Administration, or equivalent work/life experience

This position requires regular handling of sensitive and confidential client and agency information. Unauthorized disclosure could harm client interests and the organization, and may also violate state and federal privacy laws. This position may have access to reports, records, and personnel files, and must exercise the highest level of discretion, judgment, and confidentiality at all times.

Experience:
+ Experience in writing, receiving, and managing grants
Education:
+ Master’s degree in Human Services, Public Administration or Business Administration

Supervision of others:
+ Position has effective recommendation authority to hire, evaluate, discipline, or recommend changes of status.
+ Manages staff members in the following programs: PATH,Housing First Village, Blueprint, Wheat Suites, and the Drop in Center.
+ Must be available for off hours Manager on Duty phone calls for emergency situations
Software/Tools/Technologies:
+ Experience with Google Workspace, cloud based filing and document sharing, scheduling and calendar tools, phone and messaging systems. Successful experience with program and budget management tools.
+ Experience with Google Suite - Documents, Sheets, Forms etc
Financial Responsibility:
+ Handles cash and other negotiable documents on a daily basis. Creates receipts, deposits, petty cash slips or other records to document monies received or disbursed. Codes receipts or disbursements for use in an accounting system. May authorize routine payments for recurring expenses.
+ Responsible for department budget
Travel Required:
+ Occasional travel for training or conferences
Reasoning Ability:
+ Ability to define problems, collect data, establish facts, and draw valid conclusions
+ Responsible for creating administrative and operational policy or making decisions that relate to the provision of multiple standardized Agency programs or that have Agency wide impact
Driver’s License:
+ Valid Driver’s License required

+ The person in this position complies with HRDC safety policies, procedures & guidelines
+ Participates in safety training & drills as required
+ Reports unsafe conditions, incidents or near misses immediately; takes proactive steps to ensure the work area is clean and safe at all times.
