The Office of Emergency Management (OEM) is responsible for disaster mitigation, preparedness, response, and recovery programs to ensure that the highest level of quality care and service to our patients is maintained during any type of disaster.
As the Senior Director, you will lead the enterprise emergency management program, advancing operational resiliency to ensure uninterrupted delivery of safe, high-quality patient care. Your responsibilities will include designing and implementing a comprehensive emergency management program, leading readiness and response initiatives, engaging with stakeholders for risk assessments, and managing the OEM's finances and resources. You will also coach and mentor the OEM team, fostering a culture of continuous improvement.
We seek candidates with a bachelor’s degree and at least ten years of progressively responsible experience in emergency management, including supervisory roles. A background in healthcare is preferred. Strong leadership skills and the ability to develop long-term strategies are essential.

A Brief Overview
The Senior Director of the Office of Emergency Management (OEM) has administrative responsibility for the Stanford Medicine enterprise emergency management program. The Senior Director advances operational resiliency to maintain uninterrupted delivery of safe, high-quality patient care during area-wide or local emergencies and manages OEM's finances, resources, and operations. This role leads the program's strategic plan and initiatives in alignment with the organizations' missions, visions, goals, plans, and policies, and contributes to the emerging discipline of Emergency Management and Disaster Medicine. The Senior Director reports directly to the Vice President (VP) of Facilities Infrastructure & Safety (FIS), the Senior Vice President (SVP) of Facilities Services, applicable executive leaders and governance bodies. The Senior Director represents Stanford Medicine by actively engaging with emergency management partners at Stanford University; other academic medical centers and health systems; public safety officials; community nonprofit organizations; and city, county, regional, state, and federal governmental agencies.

What you will do

+ Performs all duties and responsibilities in accordance with the Service Standards of the Hospital(s).
+ Designs and energizes the long-term vision and incremental annual goals to progress toward an integrated, Stanford Medicine enterprise-wide emergency management program delivered as a shared service across hospitals, ambulatory sites, and other care settings.
+ Forges relationships with the VP of FIS, the SVP of Facilities Services, clinical and operational leaders, and applicable leaders and governance bodies to cultivate interdisciplinary collaboration, influence prioritization, and secure resources for program directives.
+ Leads enterprise readiness, response, and recovery for planned and unplanned incidents by facilitating development and execution of Incident Response Guides, establishing and supporting Hospital Command Center(s) and enterprise command/coordination structures, and composing and training leaders who serve on the Hospital Incident Management Team(s).
+ Manages the Facilities Services on-call program, which addresses off-hour escalations, facilitates communication related to these issues, and evaluates the necessity for on-site leadership presence as needed.
+ Evaluates and improves program performance in alignment with evolving organizational needs to ensure the program supports its constituents and maintains compliance with regulatory standards across all covered sites.
+ Explores, evaluates, and applies the latest technology, research, and regulations to maintain the program’s advancement as an industry leader.
+ Develops and implements guiding plans and program policies/procedures in support of emergency management/disaster preparedness, ensuring compatibility with operations and goals, as well as applicable regulatory requirements.
+ Selects, designs, and maintains enterprise emergency management information systems, including the emergency notification system, business continuity planning platform, and virtual incident management system, to meet program requirements and facilitate data accessibility, integrity, and interdependencies.
+ Leads organizational risk assessment processes with internal and external stakeholders that evaluate the frequency, probability, impacts, and preparedness for hazards that could affect the organization’s ability to continue safe, quality patient care; utilizes results to inform improvement projects.
+ Coaches staff and supports career growth opportunities for the OEM team and interested colleagues across the enterprise to strengthen understanding and application of healthcare incident response, emergency management, disaster preparedness, and business continuity.
+ Engages with academic research and internal/external subject matter experts, including colleagues at other top academic medical centers, to drive quality outcomes and program enhancements.
+ Maintains efficient and effective program operations to ensure business continuity and disaster preparedness across the enterprise.
+ Monitors and adheres to financial targets. Reviews variance reports and financial statements on a pay period and monthly basis. Provides justifications for variances or unusual expenditures as requested.
+ Represents the institution and promotes shared goals of the program in professional activities, memberships, and associations at federal, national, state, regional and local level meetings, committees, conferences, seminars, conventions, and community affairs.
+ Establishes objective performance measures and provides analysis to executive leadership, including the VP of FIS, the SVP of Facilities Services, and applicable leaders and governance bodies regarding Emergency Management program outcomes and decisions having an impact on patient care services, business continuity, and disaster management requirements.
+ Identifies and procures resources required by the program to meet imperatives/goals/requirements.
Education Qualifications
+ Bachelor’s degree in a work-related discipline/field from an accredited college or university. Required
Experience Qualifications
+ Ten (10) years of progressively responsible and directly related work experience, including at least six (6) years with work-lead or supervisory responsibility. Required

+ Ability to foster effective working relationships and build consensus.
+ Ability to make effective oral presentations and prepare concise written reports to a variety of audiences.

Base Pay Scale: Generally starting at $83.98 - $111.27 per hour
The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training. This pay scale is not a promise of a particular wage.
