    About the Paid Leave Division:

    Paid Leave is a new program launching in 2026. The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child. We are building a program that will be easy for every Minnesotan to use. We are engaging the people who depend on us—workers, employers, caregivers, and insurers—to learn from them and build the program around their needs. We are using modern service delivery and product practices to deliver the program. The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.

    Position Purpose:

    The Grant Specialist Supervisor provides strategic leadership and oversight for the Paid Leave Division’s grant programs, including the Public Outreach Grant and the Small Employer Assistance Grant. This role ensures effective and equitable program administration by supervising a team of Grant Coordinator Specialists who manage application review, risk assessment, problem-solving, and policy interpretation. The Grant Specialist Supervisor leads daily operations, develops and implements policies and procedures, drives program design improvements, and oversees the development and optimization of grant management systems. The position monitors and reports on program outcomes to DEED leadership, ensuring programs operate efficiently, meet compliance standards, and advance state and agency goals.

    Key Responsibilities Include:

    + Lead design, implementation, and continuous improvement of the Paid Leave Division’s grant programs, including the Public Outreach and Small Employer Assistance Grants, in collaboration with the Grant Finance and Compliance Supervisor.

    + Develop and maintain comprehensive policies, procedures, and internal controls to ensure compliance with state regulations and statutory requirements.

    + Oversee grant review processes including application and risk review, grantee relationship management, and monitoring, ensuring consistency and accountability.

    + Analyze information, make recommendations, and implement actions based on grant funding data, spending trends and needs.

    + Supervise and support a team of four (4) to six (6) Grant Coordinator Specialists including providing work direction, assigning work tasks and/or projects.

    + Serve as a strategic resource, providing guidance on complex or sensitive grant issues.

     

    This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.

     

    This position will be based out of the St. Paul office.

    Minimum Qualifications

Only applicants whose resumes clearly demonstrate fulfillment of each of these minimum qualifications will be considered for this position.

     

    Four (4) years of experience in grant management and/or grant administration. A minimum of two (2) of those four (4) years must include supervisory experience leading a team in one (1) or more of the following areas:

     

    + Grant processing

    + Grant Writing / Proposal Development

    + Accounts Payable / Receivable

    + Budget Analysts

    + Finance Compliance

    + Contract Management

    + Financial Analytics

    + Other closely related areas as determined by the agency

    Applicants that meet the above minimum qualification will be further evaluated on the following:

    + Skills in negotiation, conflict resolution and consensus building with diverse groups to solve difficult and sensitive problems to ensure alignment with systems and policies.

    + Skills drafting and maintaining policies and procedures governing grantee expenditures and reimbursements to ensure compliance.

    + Skills preparing reports and metrics for leadership and auditors.

    Preferred Qualifications

    + Experience managing, tracking, and monitoring the application and appeals processes.

    + Skills in analyzing performance indicators and applying continuous improvement.

    + Skills in technical grant management systems and technical product builds.

    + Knowledge of DEED’s policies, procedures, and services.

    + Ability to interpret and apply complex regulations and policies.

    + Skills in communicating clearly and concisely with diverse audiences.
