    Position Description

    The Senior Manager for Housing Programs is a leadership position within the Metro Nashville Planning Department’s Housing Division. This role is central to advancing housing efforts across the city through implementation of the Unified Housing Strategy and the administration of local, state, and federal housing programs. The position reports directly to the Director of Housing and works collaboratively with a wide range of stakeholders, including Metro departments, boards, and commissions; local and state housing authorities; and federal agencies such as the U.S. Department of Housing and Urban Development (HUD).

    Typical Duties

    + Program Leadership & Strategy

    + Launch and implement programs outlined in the Unified Housing Strategy.

    + Integrate policy goals across housing programs and initiatives.

    + Apply national best practices in housing program development.

    + Grant and Program Management

    + Manage local housing programs and major grants (e.g., HUD PRO Housing Grant, disaster recovery grants).

    + Draft project charters, budgets, RFPs, and funding applications.

    + Oversee work performed by contractors and vendors.

    + Team and Operational Oversight

    + Supervise and support Housing Programs staff, including Housing Programs Specialist and Housing Response Coordinator.

    + Develop team workplans and standard operating procedures.

    + Manage hiring, performance evaluations, and training.

    + Community Engagement & Collaboration

    + Represent the Housing Division at public events, panels, and presentations.

    + Work collaboratively with internal and external partners to align efforts.

    + Engage the community and stakeholders to assess program effectiveness.

    + Data and Reporting

    + Use data and feedback to guide and refine programs.

    + Prepare reports, evaluations, and recommendations.

    Minimum Qualifications

    Bachelor’s degree from an accredited college or university and a minimum of eight (8) years of progressive managerial and administrative experience directly related to housing programs.

     

    Candidates with accreditations earned in a foreign institute are encouraged to apply.

     

    Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.

     

    Preferred Experience, Knowledge, Skills, and Abilities

     

    + Strong understanding of housing challenges and innovative, data-informed solutions

    + Experience managing local, state, and federal housing programs; HUD CPD and CDBG-DR grant experience preferred

    + Experience with high functioning housing ecosystems that utilize and execute a variety of housing policies and programs and use data and community input to drive impact

    + Proven ability to draft operational documents such as project charters, RFPs, and SOPs

    + Demonstrated leadership in program development and contractor oversight

    + Proficient in Microsoft Office (Word, Excel, PowerPoint)

    + Experience using Microsoft Teams
