S ummary
The Principal Environmental Specialist will be responsible for conducting environmental reviews of projects being designed and constructed by MTA Construction and Development to identify potential environmental concerns the project may have on the public and the environment within and around the project area and develop plans to mitigate the concerns to ensure compliance with applicable federal, state and local laws and regulations as well as MTA Polices.
Responsibilities
Leads large field efforts supporting air/noise/wetlands/archeology/historic infrastructure/asbestos & lead abatement/hazardous material categorization & disposal.
Ensures that the team has tracked necessary equipment, reviewed and logged calibration requirements, and assist with making sure crews have safety plans and files daily logs.
Manage the survey of areas affected by upcoming construction projects to identify and quantify hazardous materials impacted by the project and develop/review abatement /remediation designs .
Manage environmental reviews of projects to ensure compliance with NEPA/SEQRA regulations .
Manage staff responsible for overseeing the abatement of asbestos - containing materials and disturbance of lead - containing materials.
Manage staff responsible for conducting noise and vibration measurements in response to noise complaints and confirming if equipment performs according to specifications.
Manage staff responsible for environmental sustainability initiatives and maintenance of ISO 14001 certification.
Serve as Project Manager for Indefinite Quantities Consultant/Contractor Contracts to support Environmental Services staff.
Leads staffing and resource allocation for program/project needs .
Applies MTA C&D quality assurance guidelines and procedures for project document management.
Tracks reports and help drive deliverable schedules.
Leads in preparing portions of reports and permit documents.
Works with GIS support to communicate any updates.
Education and Experience
Bachelors in Environmental Science/Environmental Technology/Environmental Management /Archaeology / Anthropology /Biology /Wildlife or an equivalent subject.
Masters preferred.
Various Disciplines may be (but are not limited to): Historic Preservation and Cultural; Environmental Resources , Asbestos, Lead , and Hazardous Materials.
Must have a minimum of fourteen (14) years of related experience
Must have a minimum of including at least ten (10) years in a management or supervisory role and/or project manager role in a large, multi-faceted organization.
Competencies:
CEP certification is required (existing employees have two years to obtain certification).
Demonstrated experience in large - scale [discipline] issues for significant construction projects or projects with highly complex systems preferred.
Demonstrated experience leading and managing designers, contractors, subcontractors, and/or vendors.
Demonstrated knowledge of applicable industry codes and standards.
Excellent communication and interpersonal skills.
Demonstrated ability to build relationships and work collaboratively with stakeholders at all internal organizational levels .
Demonstrated ability to work in a high - profile, high - pressure environment effectively.
Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.
Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.
Must possess excellent team - building, listening, problem - solving, and prioritization skills.
Alternate Delivery experience preferred.
Proficiency in current industry software and Microsoft Office are required.
An attitude and commitment to actively participating in our employee culture are necessary .
Able to multi-task and be flexible/adapt to rapidly changing project requirements/timelines.
Ability to work independently with minimal oversight.
