Description
+ Possess extensive knowledge of Naval aircraft carriers, surface ships, and a broad understanding of all trades within the shipbuilding and ship repair industry.
+ Apply expertise in Cost and Firm Fixed Price (FFP) estimating to analyze technical requirements in government and commercial work specifications (and references) in response to Requests for Proposals (RFPs), ensuring estimates align with company processes.
+ Coordinate, compile, and submit comprehensive estimates covering all labor, material, and subcontractor costs associated with each project.
+ Review and evaluate bid specifications, drawings, and applicable references for accuracy and completeness.
+ Analyze subcontractor and vendor proposals to verify compliance with scope, specifications, terms, and schedules.
+ Collaborate with Production, Purchasing, and vendors to discuss, verify, and finalize cost data.
+ Prepare estimates for change orders as required.
+ Develop craft labor budgets to support effective planning and scheduling.
+ Compare subcontractor quotes with in-house estimates to determine best-value alternatives and make-or-buy recommendations.
+ Identify key work items and critical path activities to support project planning.
+ Leverage historical data to establish and document standard costs and develop costs for new work where history does not exist.
+ Identify and resolve ambiguities or inconsistencies in specifications or bid packages that could impact cost, prior to contract award.
+ Apply cost and pricing expertise to prepare final bids for management review and approval.

Qualifications
+ Must be able to read, write and comprehend instructions in written or spoken in English.
+ Must be able to calculate and understand units of measure.
+ Must be reliable with a strong work ethic.
+ Ability to work in a fast paced environment.
+ Must be able to read and interpret blueprints, schematics, tech manuals and work specifications for various types of machinery and/or piping systems.
+ Must be able to wear applicable PPE (Hard hat, safety goggles, gloves, steel toes shoes, ear protection)

SKILLS & ABILITIES
Desired Education and Experience:
+ Education Minimum: High School Diploma/GED
+ Preferred Minimum: Bachelor's degree or Higher Education
+ Minimum Relevant Experience: 5 years
Preferred Relevant Experience: 10+ years.
+ Working knowledge of Microsoft Office programs with the ability to create, edit, and manage documents, spreadsheets, and emails
Other Requirements:
+ Must have reliable transportation.
+ Must be eligible to obtain DBIDs.
+ Must be able to pass a drug screening.
