    We are seeking an experienced Program Manager to lead a mission-critical Freedom of Information Act (FOIA) program. This individual will be responsible for all aspects of program success—from managing deliverables and subcontractor performance to ensuring compliance with contractual, financial, and regulatory requirements. This position directly supports the Contracting Officer’s Representative (COR), technical experts, and senior stakeholders to ensure efficient FOIA processing and transparency in government operations.

    Responsibilities

    + Lead, manage, and oversee all aspects of the FOIA program to ensure compliance with statutory, regulatory, and contractual requirements.

    + Develop and submit all required contract deliverables, ensuring quality, timeliness, and alignment with performance goals.

    + Manage intake, processing, and resolution of FOIA requests while ensuring backlog reduction and efficiency improvements.

    + Set deadlines, assign responsibilities, and monitor task progress across multiple projects and workstreams.

    + Supervise disclosure staff and subcontractors, ensuring effective recruitment, training, performance, and career development.

    + Track and manage task assignments, subcontract agreements, modifications, invoices, and incremental funding, ensuring timely and accurate submissions.

    + Prepare and submit monthly invoices that include hours utilized, total hours/dollars to date, and remaining hours/funding by labor category.

    + Coordinate with technical experts, COR, and SMEs to ensure tasks stay on track and milestones are met.

    + Provide status reports that include:

    + Deliverable status (activities, accomplishments, due/delivered dates)

    + Planned activities for the next reporting period

    + Open technical questions/issues

    + Hours used by each contractor and remaining hours/funding

    + Scope, plan, budget, resource, and manage related FOIA projects to meet performance standards.

    + Monitor and report on FOIA program performance metrics, backlog reduction, and timeliness.

    + Collaborate with agency leadership and external oversight bodies to ensure operational efficiency and stakeholder satisfaction.

    Qualifications

    + BA/BS degree required (Public Administration, Legal Studies, Information Management, or related field preferred).

    + Minimum of 9 years of overall experience, including:

    + At least 5 years of specialized experience in the management and control of multi-task contracts and/or subcontracts of varying types and complexity.

    + Demonstrated success managing large-scale programs or regulatory compliance operations.

    + PMP certification is a must.

    + Proven leadership in program and staff management, with strong skills in delegation, supervision, and mentoring.

    + In-depth knowledge of FOIA processes and/or disclosure management.

    + Strong understanding of federal contracting processes, deliverables, and compliance.

    + Ability to manage budgets, track invoices, and report on program performance metrics.

    + Excellent organizational, problem-solving, and communication skills.

    + Ability to interface effectively with CORs, technical experts, SMEs, subcontractors, and agency leadership.

    + Experience working with regulatory frameworks or other complex regulatory environments.

    + Familiarity with FOIA case management systems, e-discovery tools, or document processing technologies.

    + Familiarity or previous experience with the U.S. Department of Health and Human Services (HHS) is a plus.
