Summary This is a Washington Air National Guard Title 32 Excepted Service Unit Technician position: IT SPEC (CUSTSPT) Location: 141st Communications Squadron Fairchild AFB, Washington 99011-9413 Air National Guard Units Appointment Type: Temporary, Indefinite excepted service Advertised as: ENLISTED May be used to fill one or more vacancies. *Ensure you read this announcement in its entirety and complete all application requirements and your USA Jobs profile name is accurate, before applying* Responsibilities A GS-2210-11, IT SPEC (CUSTSPT): Manages the assigned IT/communications environment with privileged access at the network level for the Wing, Geographically Separated Units (GSU), and Tenants. Plans, coordinates, installs, and continuously analyzes system design, hardware and software. Develops, recommends, and installs solutions and upgrades to ensure availability, integrity, efficiency, and reliability of all components of the assigned system. Performs system audits to assess security parameters and performance of IA controls within the network environment. Optimizes the functionality and performance of hardware and software systems and ensures availability, integrity, efficiency, and reliability of system/functional resources while managing the communications focal point coordination and workload distribution duties. Analyzes, manages, and directs installation of any new hardware or software introduced into the environment to ensure its compatibility with existing architecture, its reliability, and functionality in relation to the organization's business requirements. Oversees and initiates corrective or preventative measures to rectify immediate problems and prevent future occurrences through the CFP. Performs testing, troubleshoots, corrects problems, and distributes workload relative to interface and interoperability of system components such as hardware, systems software, and applications programs. Provides customer technical assistance and support for all users. Tracks life of system equipment, prepares and provides analyses to determine future maintenance and replacement costs to help justify budget submissions. Promotes use of assigned systems by providing instructions to functional area users on IT/communications processes and procedures associated with each supported system. Identifies and documents system requirements for specific needs of customers. Conducts in-depth analyses of system usage, user complaints, traffic interruptions, hardware and software capabilities, and other relevant factors. Ensures upgrades to the base IT and communications infrastructure are identified and assists customers in developing and submitting recommendations for additional equipment and funds. Manages system user accounts, resets system passwords, and resolves firewall issues. Maintains records of analyses, tests, and the techniques and procedures applied in problem resolution to establish a record of activities for future use. Provides formal or informal training to ensure users understand the interrelationships of the system and are able to operate the system without undue difficulty. Prepares user manual or instructions for assigned applications. Conducts feasibility studies to identify and analyze system failures and analyzes data to determine if trends exist which forecast the need for future replacement or modification of system hardware and software. Participates with operating officials, system users, and others in progress review of established systems to determine the reliability, productivity, and user friendliness of the existing system hardware and software. Uses benchmarks, performance measurement, and evaluation data in conjunction with modeling and simulation techniques in planning for increased capacity and to support additional workloads. Examines and evaluates alternative means of satisfying user requirements and makes recommendations to management regarding the most effective and efficient approaches. Installs, maintains, and repairs hardware devices supporting a broad range of information and communications systems. Uses detailed knowledge of concepts, principles, methods, and practices with sophisticated diagnostic equipment and complex diagnostic software to identify and resolve internal system and network conflicts. Designs, develops and conducts technical and operational tests and evaluations of a wide range of communications equipment and systems using performance management and measurement methods. Coordinates and prepares items for contract or warranty repair or replacement as required. Receives, inspects, installs, and verifies the proper operation of equipment returned. Requirements Conditions of Employment MILITARY REQUIREMENTS: Military Grades: SrA (E4) - SSgt (E5) Desired Military Assignments: 1D7X1 - Applicants need not be assigned to the position or possess the AFSC to apply or be considered for selection. Selected applicant must be assigned to a compatible Military position and attain AFSC within 1 year of appointment action. - May be required to successfully complete a trial period. - Participation in direct deposit is mandatory. - Males born after 31 December 1959 must be registered for Selective Service. - Must maintain membership in the WA Air National Guard for continued employment. - Must be able to obtain and maintain the appropriate security clearance of the position. - This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. - Position requires ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. - THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION. CERTIFICATION REQUIREMENTS ARE OUTLINED IN DOD INSTRUCTION 8570.01-M - May occasionally be required to work other than normal duty hours; overtime may be required. - The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission. Qualifications GENERAL EXPERIENCE: Experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. SPECIALIZED EXPERIENCE: GS-11 - Must have at least 36 months experience or 1-year specialized experience equivalent to at least the next lower grade. Experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. *If you are qualifying under the 1-year specialized experience equivalent to at least the next lower grade, you must provide an SF50 in the supporting documents section. Education Education Requirements: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or eqvalent doctoral degree All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Substitution of Education for Specialized Experience: Not Applicable. To receive credit for Education, you must provide transcripts or other documentation of proof to support your Educational claims. Additional Information - Certain incentive(s) may be available pending funding and approval but are not guaranteed. - CURRENT SECURITY+ CERTIFICATION DESIRED OR OBTAIN WITHIN 6 MONTHS OF HIRE. - MUST HAVE CURRENT SECRET CLEARANCE OR BE ABLE TO OBTAIN ONE WITHIN ONE YEAR OF HIRE. - DESIRED 1D7X1 AFSC OR OBTAIN WITHIN 1 YEAR OF HIRE. - Must have a valid state driver's license for the state in which they live or are principally employed. - *This is an indefinite position. If an individual employed in the excepted civil service accepts this position, he/she will receive an indefinite appointment. If a Reduction-In-Force occurs the indefinite appointee will have no reemployment rights to his/her former position or any other position.
