    Interactive Government Holdings(IGH)is seeking qualified, trained and capable individual to serve as a Senior Contract Analyst – Lead to provide Contract Specialist Support for the Military Treatment Facilities that fall under (J-11) National Capitol Region. In support of the Defense Health Agency (DHA), while maintaining strictest confidentiality.

    Position Requirements

    Mission

     

    Services include but are not limited to, acquisition and contract management, program management support, and other related workload requirements associated with the acquisition and administration of awarded contracts. The contractor shall accomplish a variety of acquisition and other related administrative services to complement the Government’s workplace capabilities.

    Major responsibilities include (not all inclusive):

    Demonstrated ability to provide expert technical advice, staff coordination and consultation to foster formulating guidelines, implementing new developments, and providing expert interpretation

     

    Perform HR related functions including tracking and approving time sheets, PTO, travel, and required trainings, and maintain staffing according to PWS.

     

    Contractor shall complete operational or consulting support in one or more areas of the acquisition life cycle or program/project functional area, to include: purchasing/procurement, source selection, training, research, business process improvement, policy development, financial analysis, automated systems development/analysis/ implementation, federal government project or program management, federal statutes and regulations, acquisition or contracting management.

     

    Will perform most work independently in a mid-level, non-managerial role, exercising much latitude to carry out tasking, prioritize workload and make recommendations on overall strategies.

     

    Contractor shall report to multiple sources.

     

    Contractor shall share all information pertaining to acquisition and contracting actions for review.

     

    Contractor shall understand all aspects of the DHA Procurement Customer Portal for education, training and consulting purposes.

     

    Contractor shall formulate Performance Work Statements and various documentation for Pre-Award Requirements Packages.

     

    Contractor shall meet with Division Directors and other personnel to ensure the suggested requirement is developed correctly for the approval of contracting.

     

    Contractor shall assist Department Directors and Contracting Office in guidelines and procedures towards completing a requirements package for healthcare requirements at WRNMMC.

     

    Contractor shall generate and update all required documentation and templates utilized in the submission of a requirement to contracting.

     

    Contractor shall conduct training and educational briefings to ensure all personnel seeking contracting support understand procedures and policy.

     

    Contractor shall educate and train new/secondary duty Contracting Officer Representatives (COR) outside the Department of Logistics, WRNMMC in completing requirement package documentation and submission of documentation to contracting office.

     

    Contractor shall coordinate training, education and various correspondence with DHA Procurement Support.

     

    Contractor shall complete presentations with various department personnel.

     

    Contractor shall advertise the usage of the DHA Procurement Customer Portal system.

    Qualified Candidates must have:

    A 4-year course of study leading to a bachelor's degree with a major in any field, that includes or is supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization.

     

    At least 10 years specialized experience and must be DAWIA Contracting Level III certified (graduate level education may be substituted for years of experience or DAWIA Contracting Level III certification).

     

    Exceptional knowledge of all phases of acquisition management.

     

    Shall possess outstanding recent operational and managerial resource experience, and a diverse range of subject matter expertise in one or more relevant areas of the acquisition life cycle or program/project functional area, to include: purchasing/procurement, source selection, training, research, business process improvement, policy development, financial analysis, automated systems development/analysis/ implementation, federal government project or program management, federal statutes and regulations, acquisition or contracting management. Demonstrated record of professional excellence within multiple organizations in challenging management/team lead roles. In-depth understanding of state-of-the-art techniques and best practices.

     

    Knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.

     

    Knowledge of the methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems.

     

    Exceptional knowledge of Federal and DoD contracting principles (Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD Directives and Instructions, laws, regulations and procedures.

     

    Shall be able to read, write and speak English.
