Electronics Engineer - System Planning

Actalent is seeking an experienced Electronics Engineer to join the Communications/Control Planning (TPMC) organization at Bonneville Power Administration (BPA). This role involves collaborating with a diverse team of engineers and project managers to develop plans for upgrades, replacements, and expansions of BPA’s operational communications system. The position also provides technical support for network transmission, interconnections, generation integration, and customer service projects, aligning with Asset Management Strategies.
Responsibilities
+ Draft telecommunications decisions to lease or share operational circuits on Bonneville’s communications systems.
+ Work within a team to draft Communications/Control Planning (C&C) plans-of-service (PoS) for reimbursable study agreements.
+ Collaborate with the Power System Planning group to identify telecommunications elements and document the minimum C&C requirements.
+ Draft and recommend C&C PoS packages for communications circuits and telecom paths, including potential travel to remote locations.
+ Document PoS on Project Requirements Diagrams (PRDs) website.
+ Draft back-of-envelope (BoE) estimates and C&C portions of the Study Report.
+ Create and submit Estimate Requests (ERs) for review and approval.
+ Provide analysis of Microwave paths and SONET configurations using planning tools such as Pathloss and TCIS.
+ Communicate technical information effectively to technical and non-technical users.
+ Provide project and task updates as requested.
Essential Skills
+ Bachelor’s degree in electronic engineering or a closely related field.
+ 10+ years of electronics/electrical engineering experience with a diversified knowledge of engineering concepts.
+ 5+ years of experience in developing cost estimates for communication items, metering, and telemetry requirements.
+ Experience in planning digital radio systems and long-haul fiber optic systems, preferably SONET systems.
+ Working knowledge of transmission and operational telecommunications systems.
Additional Skills & Qualifications
+ Experience in Electric Utility sector with emphasis on C&C Planning and Electronic Design.
+ Experience developing plans-of-service for communication, control, and data systems at large Electric Utilities.
+ Knowledge of NERC and WECC Planning Standards.
+ Experience in communication requirements related to relaying and Remedial Action Schemes (RAS).
+ Experience with planning or designing Ethernet-based WAN systems in a utility environment.
Pay and Benefits
The pay range for this position is $55.00 - $65.00/hr.
