This recruitment will be used to fill positions within the Portland Bureau of Transportation and the Portland Bureau of Environmental Services.
Portland Bureau of Transportation
The City of Portland is seeking to fill a Mapping & GIS Supervisor position within the Portland Bureau of Transportation. The Mapping and GIS Supervisor works within PBOT’s Technical Services Division and will lead the GIS Maintenance & Support team (GMS). The GMS Team is comprised of primarily GIS Technician IIs and IIIs. The GMS division is PBOT’s lead provider of Geographic Information System practices.
The Mapping and GIS Supervisor will lead a full complement of Geographic Information System projects and maintenance across our bureau, including but not limited to mapping and upkeep of our bureau’s assets and various GIS and mapping needs to support Vision Zero and other complex business needs across a diverse set of trades.
This position plans, organizes, and supervises the work of professional and technical staff responsible for the development and conversion of engineering maps and records to digitized and electronic formats to be used in geographical information systems (GIS) and various programs and projects.
What you'll get to do:
+ Develop practices, policies, and procedures for day-to-day operations of GIS programs and projects; establish goals and direction and communicate expectations to staff.
+ Direct, supervise, and participate in the development, management, and evaluation of GIS and information systems’ programs and activities
+ Supervise and participate in the development, modification, and upgrading of integrated mapping systems, applications, and databases; perform and monitor tests for deployment of software upgrades and configuration
+ Provide spatial database administration, and perform software upgrades
+ Research and implement new technology
+ Coordinate with internal and external stakeholders around existing / new opportunities
+ Recruit, hire, schedule, assign work to, and supervise staff including interns, part-time staff, consultants, and casual/seasonal employees
+ Set and evaluate performance requirements and personal development targets; provide instruction for performance improvement and development; evaluate performance and complete annual performance reviews; recommend discipline as necessary; organize and lead staff meetings.
+ Provide ongoing assistance, direction, and leadership, and create a positive and supportive work environment; promote an equitable workplace that demonstrates an environment respectful of living and working in a multicultural society
+ Support information technology (IT) system services and activities of assigned unit; assist with the planning, implementation, and testing of IT systems and software; troubleshoot IT issues and lead technical training.
An ideal candidate will possess advanced knowledge of contemporary GIS tools, practices, and techniques, strong communication and leadership skills, experience supervising multiple professionals with diverse communication preferences and backgrounds and foster exceptional relationships (customer service mindset) with internal and external stakeholders.

Bureau of Environmental Services (BES)
The City of Portland is seeking an experienced Mapping and GIS Supervisor within the Bureau of Environmental Services (BES). The Mapping and GIS Supervisor works within BES' Technical Services Group, and is embedded within the Information Systems and Mapping (ISM) division of BES. The GIS Team, within the ISM division, is comprised of primarily GIS Technician IIs and IIIs. The ISM division is BES’ centralized provider of Information Technology, Geographic Information System practices and Data Management functions.
The Mapping and GIS Supervisor will lead a full complement of Geographic Information System projects and maintenance across our bureau, including but not limited to mapping and upkeep of our bureau’s $20B Collection System assets (horizontal and vertical assets), LiDAR processing, and various other GIS and mapping needs to support a myriad of complex business needs across a diverse set of trades.
