Summary The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. You will serve as the Branch Head of the Fleet Operational & Software Support Branch (Code A22) within the Strategic & Computing Systems Department of the Naval Surface Warfare Center Dahlgren Division. Responsibilities You will lead a branch-size team of scientific, engineering, technical operations, and administrative personnel performing tasks related to Submarine Launched Ballistic Missile and Naval Computing System. You will be responsible for the overall quality, timeliness, and fiscal aspects of branch products and services and accountable for all commitments (planning, execution, tracking) made by the branch. You will maintain a strong engineering and technical operations basis within the branch. You will manage and develop current product lines, seek new opportunities where mission may be applicable, and support the Department in the long-term planning for the technical viability of the organization. You will provide leadership of the human resources of the Branch by providing for position and organizational management, developing employee career growth opportunities, performing conflict resolution, and providing guidance to new employees. You will conduct recruiting and ensure the retention and workforce development for scientists and engineers in a branch-sized organization. You will foster continuous improvement, innovation, and technical excellence of the workforce. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-5 pay band (GS-13 and GS-14 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying knowledge of professional engineering or scientific methods to plan, organize, or direct work in a Research, Development, Test and Evaluation (RDT&E) environment. Examples of qualifying experience may include (1) knowledge of scientific, engineering, technical operations, and administrative personnel performing test and evaluation, fleet support, information technology support, and infrastructure support for software intensive strategic fire control and mission planning systems and/or naval computing network solutions and infrastructures; (2) knowledge and ability to understand, track, and supervise the execution of the work in the branch; (3) ability to effectively work with personnel, sponsors, and stakeholders to execute task responsibilities in accordance with DoD/Navy regulations; (4) knowledge of conducting recruiting and ensuring the retention and workforce development for scientists and engineers in a branch-sized organization. Education Additional Information This position is part of the Warfare Centers Personnel Demonstration Project. The NT-6 pay band encompasses positions equivalent to GS-14 and GS-15.
