Summary You will serve as a IT SPECIALIST (NETWORK) in the Navy Enterprise Tactical Training Network (NETTN) Branch (RS20E3) of NAVAL SURFACE WARFARE CTR CORONA DIV. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $139,036). Responsibilities You will serve as the governments Lead Technical Subject Matter Expert (SME) for network design, maintenance and operation of the Navy Continuous Training Environment (NCTE) under the cognizance of United States Fleet Forces (USFF) command. You will be responsible for leading the project execution, design, analysis and technical writing in support of NCTE capabilities and systems to meet war-fighter and Department of Defense (DoD)/Department of the Navy (DON) requirements. You will be responsible for the oversight and execution of projects for the NCTE network systems. You will produce network system solutions to meet user training requirements based on design; fiscal; operational; and information assurance guidelines, and resource availability. You will check system hardware availability, functionality, integrity, and efficiency. You will conduct functional and connectivity testing to ensure continuing operability. You will provide guidance and leadership to assist the Operation and Maintenance contractor fulfill network support requirements of the NCTE. You will oversee installation, implementation, configuration and support of system components. You will implement and enforce local network usage policies and procedures. You will maintain baseline system and network security according to organizational policies. You will plan for, develop, and execute acceptance testing on internal and external projects to ensure the end product meets the Fleet user training requirements. You will troubleshoot hardware / software interface and interoperability problems. You will work within a teaming environment in the Live, Virtual, Constructive (LVC) Engineering Department and interface with sponsors, civilians, contractors, other warfare centers, and customers. You will be responsible for working with NCTE, sponsors, and the program office to help procure, accept, and integrate new network systems on the NCTE. You will be the primary Project Manager for field engineering network projects that impact multiple networks and op areas. You will interface frequently with on-site Range Systems Managers to address impact to local range operations and determine mitigation alternatives. You will work directly with on-site network engineers and network maintenance personnel to develop tasking. You will respond to feedback, recommendations, and observations provided by the on-site training engineers. You will work on assigned projects to meet sponsor and customer requirements. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS 11/12 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional IT Specialist leading the design, integration , and management of networks to deliver secure, efficient, and mission-ready solutions for the improvement or optimization of a continuous training environment. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
