Summary You will serve as a TECHNICIAN in the Integrated Training Systems Division of NAVSURFWARCENACT DAM NECK VA. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Responsibilities You will plan, coordinate, manage, and oversee the successful accomplishment of all shipboard and shore-site installations. You will execute policies and procedures as delegated by the ITS AIT Manager and in accordance with the 9090.310 guidance for shipboard and shore-site training system installations. You will provide oversight for the Alteration Installation Team (AIT) for each shipboard and shore-based installation. You will be responsible for ITS installations, contractor oversight, and communications for all aspects of shipboard and shore site installations. You are responsible for production planning, maintaining schedules, quality assurance, communicating with ships' force and program stakeholders (oral and written). You will negotiate funding as required, in/out brief ships' chain of command (O5 and above), provide surveillance reports and audits, participate in daily production meetings and submit daily situation reports. You will conduct personnel oversight of all AIT members assigned to the installation including, training and development, staffing, resourcing, travel, conflict management and performance. You will meet all required qualifications and re-qualifications; qualify OSIC under the 9090.310, NSWC TQS and obtain and maintain shipboard level 3 certification. You will maintain QA standards and AIT compliance during installations, ensuring appropriate quality oversight is maintained during installation and qualified/trained personnel are in place to perform technical and quality oversight responsibilities. You will report and respond to deficiencies (CARs) in accordance with the 9090.310, etc., and investigate and report significant problems throughout the installation. You will be responsible for the safety of all government and contractor personnel supporting installations. You will be responsible for all milestones from inception through completion, including RMMCO electronic and physical check-in/check-out and ensuring all required AIT support services are provided. You will be responsible for all milestones from inception through completion, including ensuring the AIT provides weekly updated POAMs providing the NSA/LMA current status, timeframes, and projected progress. You will be responsible for all milestones from inception through completion, including being present during each installation and maintain an on-site presence as dictated by the scope of work and AIT Manager. You will ensure delivery of ILS Support Documentation to the designated recipients as part of the RMMCO Check-Out process, conducting a final walk-through with the ship and obtain signatures on the Alteration Completion Report (ACR). You will provide the draft of the Completion Report Message at the out brief; ensuring all training to be provided at the time of installation has been accomplished and documented. You will certify that respective AIT work and SOVTs or TPs are technically correct and complete, with exceptions noted. You will collaborate with other functional areas in the ITS program such as engineering, fleet support, integrated logistics, test and evaluation, acquisition and production. You will understand new emerging systems (i.e., ATD, ITD, STAVE, etc.) and their future impacts to installation and sustainment efforts within the ITS portfolio. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS 09/10 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading and coordinating shipboard and shore-site training system installations to manage teams, schedules, quality, safety, and stakeholder communications for the improvement or optimization of naval ship installations.
