    Job Description

    The Iowa Department of Health and Human Services (HHS), Division of Public Health, Bureau of HIV, STI, and Hepatitis is seeking a HIV Care Program Manager to join our team!

    Summary

    The Bureau of HIV, STI, and Hepatitis is looking for a dedicated and dynamic HIV Care Program Manager (Executive Officer 2). In this role, you’ll provide leadership and oversight for Iowa’s HIV Care Program, including the Benefits and Drug Assistance Program (BDAP), Client Services, and the Data and Quality Management team. You’ll work closely with staff, subrecipients, and partners to improve health outcomes, ensure compliance with federal requirements, and advance Iowa’s commitment to ending the HIV epidemic.

     

    We encourage a hybrid schedule with at least two days per week in our Des Moines office to stay connected with the team and build collaboration. For the right candidate, remote work is also possible from anywhere in Iowa or a neighboring state, with occasional travel to Des Moines required.

    Responsibilities

    As the HIV Care Program Manager, you will:

    + Lead the HIV Care Program — Provide direction and support for the Benefits and Drug Assistance Program (BDAP), Client Services, and the Data and Quality Management team, while providing functional oversight for a talented team of 10 staff. Build a positive, resilient team culture that values collaboration and continuous learning.

    + Oversee grants and budgets — Manage Ryan White Part B funding streams (formula, supplemental, ADAP ERF) as well as state and program income. Write and submit applications and reports, monitor budgets, and ensure federal and state requirements are met.

    + Plan strategically — Guide Iowa’s HIV care planning efforts, aligning them with prevention and other statewide strategies. Partner with community stakeholders, including Ryan White Part C programs, MATEC, and others, to strengthen coordination.

    + Engage the community — Oversee the HIV and Hepatitis Community Planning Group process, including meetings, subcommittees, and work plans. Foster transparency, accountability, and collaboration with stakeholders.

    + Advance quality improvement — Oversee the Ryan White Part B Clinical Quality Management(CQM) Plan and support data-driven improvement projects. Use REMI data, needs assessments, and client surveys to monitor outcomes, reduce disparities, and enhance care.

    + Support partners — Provide technical assistance, training, and guidance to subrecipients and service providers so they can deliver high-quality, client-centered services across the state.

    + Represent the program — Share Iowa’s successes, lessons learned, and innovations through presentations, policy briefs, and national learning networks.

    Minimum Qualification Requirements

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:

    1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations , or management.

     

    2) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.

    3) All of the following (a, b, and c):

    a. Two years of full-time professional-level work experience in program administration, program development, program operations , or management; and

    b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and

    c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

     

    4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
