Position Summary Information
General Summary
The Sr. Collection System Analyst is responsible for analyzing sewer inspection data and recommending solutions for rehabilitating deteriorating elements of the collection system.Manages the unit’s inspection backlog and assigns inspections to reviewers.
Essential Functions
+ Independently reviews sewer main, lateral and manhole inspections and makes recommendations for rehabilitation, repair, reconstruction and maintenance
+ Document inspections and rehabilitation recommendations using MMIS , GIS , and other asset management applications
+ Offers feedback and training to sewer main, lateral and manhole inspection operators on video quality, defect coding and other observations
+ Prepares spreadsheets and sewer plans for various inspection contracts
+ Performs field inspections and site visits to verify field conditions prior to making certain recommendations
+ Coordinates with other teams and groups within the Commission and consultants regarding sewer inspections and rehabilitation recommendations
+ Performs daily/weekly download and consistency checks of CCTV inspection data from the field units to the master database
+ Manages the inspection backlog and assigns work to reviewers
+ Prepare monthly, quarterly and annual reports for sewer inspection and review production
+ Performs inspections, rain investigations and data review to assist with the elimination of chronic sewer overflows and basement backups
Other Functions
+ Prepares and updates training material for inspection video review and provide training and support for new reviewers throughout the commission
+ Provides guidance and technical assistance to other Divisions within the Commission
+ Create and update SOPs necessary for inspection video review
+ Coordinate with IT in updating and maintaining the CCTV inspection database
+ Performs research to correct asset information and to help make decisions on rehab
+ Assist with the oversight of inspection contracts
+ Perform related duties as required
Work Environment And Physical Demands
Generally works in a normal office environment with periodic exposure to outdoor environmental conditions.
Required Knowledge, Skills, And Abilities
+ Knowledge of sewer cleaning, CCTV inspections, pipeline material and pipeline defects coding
+ Ability to recognize structural and non-structural defects to sewer pipes and the types and severity of blockages
+ Ability to perform cost analysis and environmental impacts for recommending sewer pipe rehabilitation
+ Knowledge of all trench less pipeline rehabilitation techniques, the relevant application of these methods and potential risks and restriction
+ Ability to work under limited supervision and to establish and maintain effective working relationships with employees, customers, contractors, other Utility Services Divisions and the general public
+ Ability to recognize deficiencies in sewer main, lateral and manhole inspection data and provide constructive feedback and training to inspection operators and reviewers
Minimum Education, Experience Requirements
+ High School diploma or equivalent;
+ 5 years of experience in sub professional engineering work, including 3 years at the level of Engineering Assistant IV

+ Certification in the NASSCO Pipeline Assessment Certification Program ( PACP ), Lateral Assessment Certification Program ( LACP ) and Manhole Assessment Certification Program ( MACP )
