    Engineering Specialist II

    This position is located in Jacksonville, FL

    Position Overview and Responsibilities:

    This is a professional engineering position in the Permitting Program responsible for wastewater and/or drinking water permitting activities.

     

    + Review and evaluate permit applications and engineering plans for conformance to state and federal rules and regulations.

    + Produce permits and/or documents and request for additional information (when required) that are technically correct, clear, understandable, and consistent with prescribed rules and Department guidance and procedures. Perform site inspections, as necessary, in support of reviews and evaluations.

    + Write permits and requests for additional information (when required) within time frames provided in Department rules, guidance, procedures, and District goals.

    + Work towards achieving Business Plan goals.

    + Ensure that the data entry corresponding to all assigned projects is entered into the Department's databases and Oculus timely and appropriately, consistent with standard operating procedures.

    + Provide technical assistance to Compliance Assurance Program.

    + Assist with mentoring new and/or lower-level staff on application reviews and field activities and conduct peer reviews.

    + Provide regulatory assistance, such as outreach, permitting determinations and exemptions, to permittee and/or company representatives, other Department programs, delegated local programs, and other interested parties.

    + Participates in multi-program cross-training activities.

    + Performs other duties as required by management

    Required Knowledge, Skills, and Abilities:

    + Knowledge of the terminology, principles and analytical techniques of engineering.

    + Knowledge of applicable regulations, policies and procedures relating to environmental programs.

    + Ability to evaluate, analyze and interpret engineering calculations, plans and designs.

    + Ability to determine work priorities and ensure proper completion of work assignments.

    + Ability to work independently.

    + Ability to prepare technical reports.

    + Ability to communicate effectively and professionally, both verbally and in writing.

    + Ability to establish and maintain effective working relationships with co-workers and leadership.

    + Ability to interact with customers in a tactful and courteous manner.

    + Ability to cross-train into multiple regulatory programs.

    + Ability to meet established performance standards as identified in the District Performance Standards document.

    + Skills in producing quality work with little oversight and rework.

    + Experience with process review and efficiency implementation through use of continuous improvement strategies.

    + Experience with wastewater and/or potable water regulatory programs.

    Minimum Qualifications:

    + At least 4 years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from anapproved agency (https://www.fldoe.org/teaching/certification/foreign-trained-grads/approved-credential-evaluation-agencie.stml) must be submitted along with all foreign degrees.

    Position of Special Trust Requirement:

    This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

    Pay:

    $49,668 Annually
