    The Norfolk Community Services Board (NCSB) provides treatment, support, and education to the community with a focus on mental illness, substance use disorders. intellectual/developmental disabilities, and housing and homelessness. Norfolk CSB provides services to persons in acute crisis as well as integrated, person-centered, and recovery-oriented programming for persons needing assistance and support stabilizing in the community.

     

    Today, the NCSB provides treatment and rehabilitation services to over 6,000 Norfolk citizens yearly.     The NCSB is excited to offer an opportunity for a passionate and skilled professional to join our team as a Management Analyst Ill supporting Comprehensive Crisis Services. This position plays a vital role in coordinating Crisis Intervention Team (CIT) programs and strengthening partnerships with law enforcement, public safety, and community organizations. Responsibilities include organizing CIT training, conducting research, and analyzing data from Norfolk 9-1-1, law enforcement, and other partners to inform planning and improve crisis response outcomes. The ideal candidate will bring strong analytical skills, experience working with cross-agency teams, and a commitment to enhancing behavioral health and public safety in our community.

     

    Department Hiring Salary Range: $59,393-$68,301

    Essential Functions

    Essential functions include but are not limited to:

    + Build and maintain strong working relationships with key partners such as the Police Department, Magistrates, Sheriff's Office, Probation and Parole, and legal offices to support coordinated crisis response.

    + Collaborate with external agencies, including the Department of Criminal Justice Services, Department of Behavioral Health and Developmental Services, and Region V's Crisis Intervention Team (CIT) Coalition.

    + Oversee the CIT Program by supporting its design, implementation, and ongoing development; troubleshoot issues and provide policy guidance as needed.

    + Conduct research and analyze internal and external data to identify service delivery gaps, support planning efforts, and recommend improvements.

    + Coordinate logistics for CIT trainings, including scheduling presenters and managing training activities.

    + Develop and maintain participant training materials, including the CIT training manual.

    + Monitor and evaluate training effectiveness through data collection, course evaluations, and quality improvement efforts.

    + Support program expansion beyond NPD, including work with the Sheriff's Department and NCIS.

    + Collaborate with planning teams to create targeted training for partners such as hospitals, parole officers, dispatchers, and EMS.

    + Maintain accurate records and reports related to training, planning, and program data.

    + Create and distribute materials to communicate program and policy information across departments and city-wide.

    + Assist with CIT instruction, including role-playing scenarios as needed.

    + Manages schedule for Comprehensive Crisis Services at direction of Clinical Supervisor

    + Assists with billing processes for Comprehensive Crisis Services

    + Assists Clinical Supervisor with various assigned administrative projects needed for enhancement of Comprehensive Crisis Services

    + Perform other duties as assigned.

    Education/Experience

    Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

     

    Four years' experience in data analysis or related field; or an equivalent combination of education and experience.

    Preferred Education/Experience:

    Bachelor's degree in criminal justice, Sociology, Psychology, Social Work, Communications, Business Administration, or related field plus one year's experience working with criminal justice system and or mental health.

     

    Additional Information & Requirements

     

    + Valid Driver's License may be required depending on assignment.

    + Crisis Intervention Team Training Certification preferred.

    + Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

    + Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

    + Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

    + Retirement

     

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

     

    + The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
