Description
The Department of Neighborhood Services promotes the social, physical and economic resilience of Norfolk communities by engaging residents, neighborhood organizations and businesses and working with them to improve the quality of life in their neighborhoods.
The Bureau of Neighborhood Engagement focuses on:
+ Encouraging and supporting civic participation,
+ Community partnerships,
+ Accessibility to city services,
+ Developing organizational and leadership capacity within resident organizations
The Neighborhood Relations Manager will be responsible for providing leadership and oversight for administrative functions of the bureau. Work involves assisting in the management and administration of Neighborhood Engagement programs, policy formulation and service delivery, supporting the coordination of training and development needs of staff, and assistance with the implementation of strategic plans. The Neighborhood Relations Manager will be responsible for managing efforts to further the Neighbors Building Neighborhoods philosophy. Work involves creating safe, healthy, and resilient neighborhoods throughout the City of Norfolk by encouraging and growing resident participation in civic and community engagement, and leadership and organizational development opportunities. This role offers the opportunity to connect with Norfolk’s neighborhoods and collaborate with other city departments and external organizations to create strategies and initiatives that support socially resilient neighborhoods.
Essential Functions
Essential functions include but are not limited to:
+ Supervise a team of Neighborhood Development Specialists
+ Cultivate community pride and civic responsibility by working with the Bureau Manager in coordination of various efforts including the Block-by-Block grant, Norfolk Neighborhood Expo, and neighborhood awards presentations.
+ Serve as the bureau’s primary trainer for new hires and existing staff to ensure consistent, uniform, and continuous delivery of services based on city, department, and bureau mission and focus, and furtherance of the bureau’s C3 model (Consult, Communicate and Connect).
+ Manage the department’s higher education collaborative efforts
+ Responsible for the coordination and oversight of the annual Norfolk Neighborhood Expo.
+ Responsible for the coordination and meeting schedule of the Neighbors Building Neighborhoods (NBN) Steering Committee.
+ Serve as the bureau’s lead to ensure promotional items, industry reading, and training materials are always available within budget constraints.
+ Participate in higher-level collaborations, cohorts, and partnerships that support social resilience.
+ Work as part of the bureau’s leadership team to coordinate staff and program activities by assisting in employee selection and evaluations, assigning special projects, setting expectations, and recommending training and staff development.
+ Assist in reviewing and monitoring Neighborhood Engagement initiatives including Block-by-Block Pride Grants, NBN Academy, and neighborhood strategic goal development for program effectiveness and efficiency.
+ Serve as one of two primary supervisors in the Bureau Manager's absence.
+ Attend weekend and evening meetings and activities as appropriate to connect with neighborhoods, advance the department’s mission, and support team members.

Education/Experience
Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Required:
+ Three years of experience in community development, community engagement, and/or community outreach.
The preferred candidate will possess major college coursework in Public Administration, Urban Studies, Human Services, Sociology, or other related areas of study.

Working Hours:
+ Monday - Friday, 8:30am to 5:00pm; some evenings and weekends are required
+ Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
+ Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
+ Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
