The primary purpose of this position is to serve as an Audiovisual Production Specialist, Project/Production Manager, to communicate information through the development and execution of large-scale audiovisual productions (i.e. creation and digital recording of scripted and unscripted video imagery, and visual documentation of live events. Responsibilities DUTY 1: Uses audiovisual technology to create productions ranging from news features, public service announcements and interactive productions, to training and informational videos on virtually any topic. DUTY 2: Serves as the overall Production Manager for professional quality audiovisual productions. DUTY 3: Writes and edits original material collected from numerous outside sources where there is little, if any, direction as to the content and design; knowledgably guides customer through production process. DUTY 4: Edits broadcast quality audiovisual productions, utilizing digital editing systems; capable of incorporating quality video imagery, graphics, photographs, text narration, and music during post production. DUTY 5: Keeps abreast of emerging technology and applications and researches and recommends technical solutions. DUTY 6: Assists in carrying out the public affairs program and produces materials that support the commander's public affairs goals. Requirements Conditions of Employment Qualifications IF INTERNAL AIR FORCE IS THE ELIGIBILITY CHOSEN, THIS POSITION IS ONLY OPEN TO THOSE CURRENTLY EMPLOYED WITH THE AIR FORCE RESERVE COMMAND. Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- photography, radio or television production, motion picture production, or other fields related to the position. Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of principles, practices, methods, and techniques for communicating information through audiovisual means; knowledge of audiovisual techniques to a wide range of production and/or live broadcasts. Rehearses and directs the actions of production crews and casts, and in composes complex live or prerecorded programs with multiple visual or audio elements and other complicating features. This includes knowledge of all phases of audiovisual production, programming, and editing from inception to completion, and skill in modifying or adapting standard practices, and procedures. Uses this knowledge and skill to manage teams, coordinate logistics, control expenses, and arrange details of complex productions with significant planning and scheduling challenges. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the processes, methodologies, personnel, equipment, scripting, and related requirements involved in communicating information through audiovisual means. Including knowledge of developing production schedules, coordinating staff activities, and making administrative and logistical arrangements for all phases of audiovisual production. 2. Knowledge of a wide range of principles, concepts, and practices of audiovisual production to independently perform complex assignments from inception to completion. 3. Knowledge of a wide range of sources of audiovisual resources and special effects, such as casting lists, shot lists, music libraries, stock footage, and post-production services. 4. Knowledge of analytical and evaluative methods and techniques to resolve procedural or factual problems. Knowledge to develop contract specifications, coordinate logistics, control expenses, and arrange procurements for complex programs with significant planning and scheduling problems. 5. Skill in operating a wide range video recording equipment, video cameras, and related items such as lighting, sound, and editing equipment. 6. Ability to produce and direct a large-scale audiovisual production; edit video and scripts; and create computer images for audiovisual products using various production techniques, directing the actions of production crews and casts, and in composing complex live or prerecorded programs with multiple visual or audio elements. 7. Ability to comprehend Public Affairs concepts, principles, policies, and practices, and written and oral communication and visual information principles, methods, and techniques. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
