Position SummaryThe Deputy Director provides operational leadership and administrative oversight for three OMH-licensed youth community residences located in Suffolk County. Reporting directly to the Division Director of Children and Family Services, this role ensures that programs deliver safe, developmentally appropriate, and recovery-oriented care while meeting all regulatory and fiscal requirements. The Deputy Director works closely with residential leadership, support departments, and external partners to maintain high standards of service, promote staff development, and achieve agency and state objectives.
Key Duties and Responsibilities
Program Leadership and Operations
+ Oversee the daily operations of all three residential programs, ensuring that youth receive consistent, trauma-informed, person-centered and strength-based services in line with OMH regulations and agency standards.
+ Serve as the primary point of contact for program directors and program supervisors, providing guidance on staffing, scheduling, admissions, discharges, and crisis management.
+ Monitor census levels and collaborate with the intake team to sustain full occupancy, troubleshoot barriers to admission, and actively market services to community partners and referral sources.
Regulatory Compliance and Quality Assurance
+ Ensure full compliance with New York State Office of Mental Health (OMH) regulations, Medicaid standards, and all applicable federal, state, and local requirements.
+ Partner with the Quality Assurance department to review, track, and follow up on all incidents, ensuring timely reporting to OMH, the Justice Center, and other oversight bodies.
+ Lead quality-improvement initiatives based on audit findings, incident trends, and performance data to strengthen program outcomes and safety.
+ Prepare and submit annual plans, statistical reports, and any additional documentation requested by OMH, Suffolk County, or other regulatory agencies.
Staff Supervision and Development
+ Provide direct supervision, coaching, and performance evaluation for program directors and key residential leadership staff, fostering a culture of accountability and professional growth.
+ Oversee recruitment, onboarding, and ongoing training of residential staff, including direct care workers, to ensure best practices in youth engagement, crisis intervention, and trauma-informed care.
+ Develop and deliver in-service trainings to build staff competency in areas such as de-escalation, boundaries, documentation, and regulatory compliance.
Fiscal Management and Administrative Support
+ Collaborate with the agency’s fiscal and billing teams to maintain budgetary discipline, track expenses, and ensure accurate and timely billing for Medicaid and other funding streams.
+ Work with internal support departments, including Human Resources, Facilities, and IT to address staffing, maintenance, and technology needs across the residences.
+ Assist in implementing and maintaining the electronic health record (EHR) system to support accurate documentation and efficient workflows.
Collaboration and External Relations
+ Represent the residential programs at county, state, and agency meetings, advocating for program needs and staying informed on emerging regulations and best practices.
+ Maintain strong relationships with families, guardians, referral sources, and community stakeholders to support youth progress and successful transitions.
+ Partner with the Division Director to create and update policies, procedures, and program guidelines consistent with the agency’s model of care and OMH requirements.
Qualifications
A master’s degree in a human services field is required - Master of Social Work (MSW, LMSW, LCSW) strongly preferred. Candidates should have at least five years of experience in residential or community-based mental health programs, including three in a supervisory role. Strong knowledge of New York State OMH regulations, Medicaid requirements, and related laws is essential. The role requires proven leadership in managing multi-site operations, mentoring staff, and driving quality improvement. Experience with trauma-informed care, youth development, crisis intervention, budgeting, and program management is expected. The ideal candidate is a self-starter with strong problem solving ability, who is comfortable working with a high level of autonomy. They must be able to manage priorities independently, exercise sound judgment, and thrive in a role that requires both initiative and accountability. A valid New York State driver’s license, reliable transportation, and flexibility for occasional evening or weekend work, if needed, are also required.
