The primary purpose of this position is to operate one or more types of gasoline, diesel, or electric powered wheeled vehicles typically having a gross vehicle weight (GVW) of more than 32,000 pounds. Drives primarily within the confines of a military installation or under other limited driving conditions (low speeds, regular predetermined routes, etc.) Responsibilities Drives a variety of vehicles, some of which have a GVW of more than 32,000 pounds (this includes K-Loaders, step/stair trucks, passenger buses, 250 gallon water trucks, three/nine ton Hi-lift truck and various conveyors). Operates one or more electric, LPG, or diesel powered forklift trucks which are capable of lifting loads of less than 10,000 pounds as high as 168 inches. Miscellaneous operator duties. Performs operator maintenance, such as checking fluid levels and air pressure in tires, cleaning and washing of vehicles, and performing inspection checklists to ensure safe and proper operation. Provides the full range of passenger services in the terminal. Posts information concerning flight arrivals, departures, aircraft configuration, etc. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to do the work of a WG-5701 PASSENGER AND BAGGAGE PROCESSOR (MVO/FLO) without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of operating one or more gasoline, diesel, or electric powered wheeled vehicles with a GVW of over 32,000 pounds such as truck tractors with semi or full trailers, or heavy load in-line trucks. Knowledge of cargo/baggage handling and hauling and techniques for safeguarding and protecting cargo/baggage. 2. Knowledge of traffic and safety regulations, practices, and procedures pertaining to motor vehicle and fork lift operation. Knowledge of operating one or more electric, LPG, or diesel powered forklifts typically capable oflifting less than 10,000 pounds as high as 168 inches. 3. Ability to judge road/traffic conditions and read installation maps to determine the shortest and safest route, and meet pickup and delivery deadlines and schedules, while operating motor vehicles; and to judge aisles, doorways, loads and load balance, and operate controls to maneuver fork lift trucks. Ability to interpret instructions, specifications, etc. related to motor vehicle, fork lift, and power take-off unit operation and preventive maintenance. 4. Knowledge of the full range of passenger processing for both incoming and outgoing passengers. Knowledge of travel regulations, instructions, and other guidance regarding passenger travel. 5. Skill in communicating orally to individuals and groups. 6. Ability to work with others in a customer service environment. Physical Effort Physical effort is moderate to heavy. Work requires reaching, turning, or moving hands, arms, feet, and legs to operate hand and foot controls. Associated duties require stooping, bending, and climbing. Lifts and carries objects weighing up to 40 pounds and heavier objects with assistance. Working Conditions Drivers work mostly outside and operate vehicles in all kinds of weather primarily on the installation. Drivers are exposed to dirt, fumes, and to the possibility of cuts, bruises, and broken bones as a result of accidents when loading and unloading the vehicle. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. You will receive credit for all qualifying experience, including volunteer experience.
