    The North Carolina Department of Transportation’s Office of Civil Rights (OCR) exists to promote and ensure that customers and employees have equal access and equal opportunity to participate in transportation programs without facing unlawful discrimination. The Office of Civil Rights carries out this mission by enforcing federal and state laws and regulations that prohibit discrimination on the basis of race, color, national origin, disability, age and, in certain circumstances, genetics, sex and religion, in all of its programs and activities. OCR is responsible for advocating, administering, implementing, and monitoring the Department’s Americans with Disabilities Act (ADA) program, Disadvantaged Business Enterprise (DBE) program[WS2], Equal Employment Opportunity (EEO) program, Equal Opportunity Contractor Compliance program, Small Business Development (SBE) program, Title VI Nondiscrimination program, Unified Certification program, and Workforce Development program. OCR programs strive to foster equal opportunity on DOT assisted contracts; conduct compliance reviews of covered entities that are required to comply with anti-discrimination laws and regulations; provide training and assistance to covered entities; conduct statewide outreach to help individuals and covered entities understand rights and obligations under discrimination laws; and provide business and technical training to improve the efficiency and skills of small businesses to increase their economic viability.

     

    The Equal Employment Opportunity (EEO) program of OCR develops, implements, and monitors the EEO program to ensure that the NCDOT provides equal opportunity in all terms and conditions of employment without regard to race, color, national origin, sex, religion, age, disability, or genetic information. The EEO Section is responsible for administering and implementing the Department's EEO program and plan. The EEO program monitors the hiring practices of the NCDOT, conducts on-site evaluations, provides EEO training to employees, and investigates complaints of unlawful discrimination, harassment, and retaliation by employees, former employees, and applicants.

     

    This is professional, analytical, consultative, investigative, and advisory work involved in the application of state and federal discrimination laws and policies and the interpretation and application of policies and guidelines. Incumbent monitors and provides guidance regarding federal and state laws, as well as policies and regulations pertaining to the prohibition of discrimination, harassment and retaliation in employment on the basis of race, color, national origin, gender, religion, age, disabling condition, genetic information or political affiliation. The incumbent’s primary duties involve investigating complaints and charges of discrimination, harassment and retaliation as well as assisting with consultation, training and on-site reviews. The EEO Investigator is a principal administrative advisor and reviews, analyzes, monitors and makes recommendations regarding personnel practices as they pertain to employees and applicants. Work is performed independently and with direct access to the EEO Manager. Currently, responsible for assigned EEO investigations.

    + Demonstrated ability to access data from mainframe or enterprise information systems such as SAP, Beacon, NeoGov or other information systems.

     

    Minimum Education and Experience Requirements

    Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution and 2 years of experience required; or

     

    High school or General Educational Development (GED) diploma and 5 years of progressive experience in Human Resources; or equivalent combination or education and experience.
