+ Inspire and support a talented team of 4–6 unionized staff in the Business Services Division’s (BSD) Publications Unit, fostering growth and collaboration;
+ Shape critical programs with statewide impact, from publishing the historic State Register and Manual (over 230 years in print) to modernizing the eRegulations system for easier public and agency access;
+ Advise and train state agency partners on the regulation-making process, helping ensure consistency and compliance across government;
+ Protect and empower vulnerable communities by overseeing the Address Confidentiality Program for survivors of domestic violence and sexual assault and its public education efforts;
+ Preserve Connecticut’s history and accountability by leading both physical and digital records management, safeguarding archives that span more than 2 centuries.

Through the dedication of knowledgeable staff and advanced technology, the Office of the Secretary of the State works as a team to provide a wide range of services for the people and businesses of Connecticut. We are a repository of records for the State and provide important information and resources regarding business and commercial filings, elections, and authentication as prescribed by the constitution, and federal and state laws. We seek to bolster business development opportunities, and foster a more inclusive political process by educating, informing and engaging communities in youth and civic preparation.
The Business Services Division (BSD) provides a variety of services to Connecticut residents and businesses, including filing and maintaining legally-required records showing the formation of and fundamental changes to corporations, limited liability companies, limited liability partnerships, limited partnerships, Uniform Commercial Code lien and trademark databases, and other business entities. Business Services disseminates that information to the public and the business, banking and legal communities, commissions notaries public, and issues apostilles of state-level records for use in foreign countries.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for planning, organizing and directing an age n cy program and/or project or directing the development and administration of programs within a division.
SUPERVISION RECEIVED
Receives administrative direction from an administrative official of higher grade.
SUPERVISION EXERCISED
Directs staff as assigned.
EXAMPLES OF DUTIES
+ Directs staff and/or operations of an agency program and/or project or division;
+ Coordinates, plans and manages program and/or project activities;
+ Formulates goals and objectives;
+ Develops or assists in development of related policy;
+ Interprets and administers pertinent laws;
+ Provides input or evaluates staff;
+ Prepares or assists in preparation of budget;
+ Maintains contact with individuals within and outside of agency who might impact on program and/or project activities;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Nine (9) years of professional experience.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been in the specific area of assignment.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
+ College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
+ A Master's degree in business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
+ Department of Labor: Two (2) years of experience as an Apprenticeship and Training Program Manager may be substituted for the General and Special Experience.
PREFERRED QUALIFICATIONS
+ A Master's degree in Library or Information Science from an American Library Association (ALA)-accredited program.
+ A Juris Doctor degree from an American Bar Association (ABA)-accredited law school.
+ Experience providing reference services or managing knowledge resources.
+ Experience applying or administering a state regulation-making process.
+ Experience organizing and maintaining records or data storage systems, including digital and physical formats.
+ Experience designing, creating, or managing databases, including structure and architecture.
+ Experience with HTML, XML, or comparable markup languages used in digital publishing.
+ Experience in publication design using Adobe Creative Suite or similar software.
+ Experience in information system design, implementation, or administration.
