The primary purpose of this position is: To serve as Chief, Integrated Resilience Division in the Directorate of Manpower at a major command (MAJCOM) with responsibility for directing the activities of the Division. Responsibilities As Division Chief, plans, organizes, and oversees the activities of the Division. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide human relations, and quality of life matters, functions and activities; participates in providing both technical and administrative direction to subordinate branch chiefs and through them their assigned nonsupervisory employees. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Establishes, develops, and maintains effective working relationships with the Air Force, DoD, and its agencies, the Federal Government and/or industry organizations. Represents the division at higher levels within the organization and at conferences with HQ USAF, DOD, and other agencies. Plans and implements the Integrated Resilience Division, ACC/A1Z, quality and self-evaluation program. Makes periodic and comprehensive assessment and evaluation of program goals and objectives to provide a basis for long-range planning to enhance the organization's delivery of services. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes directing programs that perform complex administrative work that assists in the implementation of Community Action Board; Suicide Analysis Board; Comprehensive Airman Fitness; Equal Opportunity; Organizational Cultural Analysis; Sexual Assault Prevention and Response (SAPR); Sexual Harassment; Project Quesada; Women, Peace and Security; Negotiation Dispute and Resolution; True North; Military and Family Readiness; Unite; Suicide Prevention; Interpersonal and Self-directed Violence Prevention integration, and other community resilience programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to specialist work performed in the subordinate organizations covering all human relations, and quality of life matters. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or resolve issues with all human relations, and quality of life matters through a wide range of community action programs such as Community Action Board; Suicide Analysis Board; Comprehensive Airman Fitness; Equal Opportunity; Organizational Cultural Analysis; Sexual Assault Prevention and Response (SAPR); Sexual Harassment; Project Quesada; Women, Peace and Security; Negotiation Dispute and Resolution; True North; Military and Family Readiness; Unite; Suicide Prevention; Interpersonal and Self-directed Violence Prevention integration, and other community resilience program initiatives. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Ability to collaborate at appropriate levels with organizations both inside and outside Air Combat Command, the Air Force, DoD and its agencies, the Federal Government, and private industry organizations PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
