Position classification
Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director. Hybrid classified roles can be onsite more than the set minimum based on employee preference.

What Success Looks Like In This Job
Adams County is seeking a positive, organized Grant Compliance Specialist to provide project oversight and compliance monitoring of subrecipients funded through the U.S. Department of the Treasury, primarily the American Rescue Plan Act (ARPA), as well as other state, local, and federal grant programs. In addition, this position will support Adams County departments in managing their recipients and subrecipients by providing guidance, training, and technical assistance.
This is a temporary, term-limited position expected to last up to 15 months, ending no later than December 31, 2026. The selected candidate must be willing to work 40 hours a week.
The role is housed in the Strategic Partnerships & Resilient Communities (SPARC) Office within the County Manager’s Office. SPARC focuses on long-term resilience and community advocacy by serving as a bridge between Adams County and community partners. Our goals are to offer better community support through the equitable distribution of grants and other resources, to build a portfolio of deep relationships and community partners, and to engage in neighborhoods more closely. We collaborate with partners to develop processes that support their needs, foster ongoing engagement with programming and organizations in the community, and remain a reliable place where anyone can turn when challenges arise and resources are needed.
Examples of Duties for Success
+ Deliver exceptional customer service by assisting recipients, subrecipients, the community, and partners with courtesy, respect, and fairness.
+ Use technology and data systems effectively by navigating grant management platforms, databases, and Microsoft Office programs to track awards, manage documentation, and generate accurate reports.
+ Provide guidance and technical assistance to recipients and subrecipients on programmatic and financial compliance requirements through one-on-one support, group trainings, and webinars.
+ Conduct subrecipient monitoring and risk assessments to ensure awards are used for authorized purposes, in compliance with federal, state, and local statutes, regulations, and award requirements.
+ Conduct monitoring activities with accountability by documenting findings, supporting corrective actions, and escalating issues to leadership when necessary.
+ Review and track multiple recipients and subrecipient awards by maintaining accurate documentation, monitoring deadlines, and evaluating reporting information for completeness and compliance.
+ Proactively and independently identify, address, and resolve compliance issues or irregularities, including missing documentation or inconsistent reporting, by carrying out appropriate corrective actions.
+ Safeguard sensitive and confidential information while handling compliance reviews, financial records, and subrecipient communications.
+ Communicate the purpose, requirements, and opportunities of open grant applications to the public and prospective applicants and provide technical assistance in the grant management system to support successful application submission.
+ Conduct initial eligibility reviews of applications to verify alignment with program criteria and funding requirements.
+ Serve as a primary point of contact for the public, program stakeholders, and external partners on matters related to Treasury- and County-funded programs.
+ Assist Adams County departments with subrecipient management by offering guidance and technical support on compliance, monitoring, reporting, the grant management system, and other grant management responsibilities.
+ Take corrective actions and provide recommendations to leadership on compliance issues, programmatic concerns, or risks requiring decision-making or escalation.
+ Prepare reports, presentations, formal correspondence, and briefing materials for leadership, grant funders, and other stakeholders, ensuring accuracy, timeliness, and compliance with federal, state, and local reporting requirements.
+ Support legal and regulatory processes by preparing documentation, evidence, and testimony in administrative or court proceedings when required.
Qualifications for Success
+ Communicate clearly and concisely in both oral and written forms to ensure understanding with departments, subrecipients, and stakeholders, ensuring clarity in compliance requirements, reporting expectations, and grant opportunities.
+ Demonstrated knowledge of federal grant compliance, including 2 CFR Part 200 Uniform Guidance, the ARPA Final Rule, and related regulations, with the ability to apply this knowledge when evaluating information, monitoring activities, and resolving issues.
+ Ability to communicate and translate complex compliance requirements to departments, recipients, and subrecipients with limited grant knowledge, providing clear guidance and training.
+ Balance multiple priorities by managing competing deadlines, monitoring activities, and new projects.
+ Respond to inquiries and complaints professionally by directing them appropriately and maintaining a solutions-focused approach.
+ Use technology and data systems proficiently, including Microsoft Office programs, databases, and grant management platforms. Preferred:

+ Create, evaluate, and recommend updates to systems and processes to improve efficiency, strengthen compliance, and support continuous program improvement.

More Qualifications for Success
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain knowledge and abilities would be:
Experience:
+ Two (2) to four (4) years of experience in grant compliance, either as a recipient managing grant awards or in a grant compliance and monitoring role.
+ Experience working as a subrecipient of federal, state, or local funds, or in administering such funds on behalf of an organization.
+ Prior experience conducting grant compliance activities is preferred. This includes monitoring, reporting, and ensuring adherence to programmatic and financial requirements.
+ Four (4) to six (6) years of experience in other professional capacities that involve administering projects, financial management, auditing, interpreting and applying regulations, or working with diverse stakeholders in a government, nonprofit, or community-based setting.
+ Working experience with the public is preferred.
Education: High School diploma or GED equivalent.
