    Position Summary

    Under limited supervision, this position provides specialized expertise in Facility Performance, Maintenance, Compliance and Construction to support the planning, design, and maintenance of infrastructure, facilities, and building systems. The role is responsible for maintaining the Facilities Master Plan and ensuring the reliability, functionality, and operational performance of existing and future facilities that support Grant PUD operations.

     

    This position collaborates with project managers, external engineers, architects, landscape architects, and interior planners to develop recommendations within their area of expertise. Additionally, the role requires building and maintaining external professional relationships that influence project outcomes and contribute to the successful execution of facility-related initiatives

    Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following:

     

    + Actively support and participate in facility planning to support continued improvements in providing safe, reliable, and functional facilities.

    + Serve as a subject matter expert under the Facilities Manager and provides compliance, maintenance and planning recommendations for overall Facilities Master Plan strategy.

    + Partner with Facilities management to develop and implement strategies, procedures, and documentation that support facility operations, space planning, maintenance, remodels, new construction, and budgeting. Monitor and assess facility performance and construction activities, addressing operational issues within Facilities’ jurisdiction to ensure effective and reliable facility function.

    + Evaluate the effective use of new facility components and systems that support Facilities work.

    + Review and develop project scopes, material lists, drawings (including record drawings), specifications, cost estimates, budgets, reports, and work guidelines for maintenance services, remodels, and new construction. Prepare or revise documentation as needed to support project planning, design, regulatory, and construction phases.

    + Lead or co-lead project justification and scope validation for service requests; coordinate with Subject Matter Experts (SMEs) to conduct peer reviews of architectural/engineering (A/E) documents and ensure alignment with project goals, timelines, and budget.

    + Oversee documentation management and ensure life safety compliance across all facility work. Collaborate with Asset Management to maintain accurate, complete project and maintenance records in internal databases (e.g., CMMS).

    + May also perform duties as a business owner of a project, senior project manager or district representative.

    + Research and analyze codes and jurisdictional requirements for new and existing facilities.

    + Review technical specifications to determine compliance with local jurisdictions, state regulations, national codes, and District standards; specify facility systems and materials, and work with vendors/contactors/crew.

    + Provide planning and operational input and expertise to Facilities on the development of facility standards, guidelines, studies, calculations, material specifications, and code compliance (including coordination of jurisdiction permits); serve as the Facilities liaison and provide field input to resolve project issues.

    + Act as District Representative with architectural and engineering firm for projects requiring A/E certification/license.

    + Inspect facility components in the field, reviewing technical data outputs of various site & building systems, materials, and analyzing variations from original designs.

    + Perform site inspections; meet with jurisdictions, agencies, contract personnel, Grant PUD employees, and other representatives to resolve concerns and answer questions on issues/projects; assist others with field inspections of projects for conformance to approved plans and specifications.

    + Coordinate and conduct A/E and other facility studies for maintenance services and projects; analyze building component requirements; perform research and calculations required to verify component integrity and constructability.

    + Collaborate and develop strong partnerships with Facilities crew, project managers, asset management, consultants, and cross-departmental teams, including Enterprise Project Management Office, Power Delivery/Production Engineering, Telecommunication Engineering, and Property Services—to support planning, execution, and resolution of facility-related projects and issues.

    + Assist Project Manager(s)/District Representative(s) under the direction of the Supervisor/Manager on assigned projects in accordance with District standards; prepare project scopes of work; project schedules; cost estimates; budgets; project justifications (in coordination with project owners and stakeholders; assess project risks and recommend/coordinate mitigation measures; and asset management record data standards.

    + In this position, if needed to operate a GPUD vehicle for business purposes, please refer to the Vehicle/Asset Usage Policy, IS-TA-POL-001.

    + Demonstrated commitment to Grant PUD’s mission, vision, values, strategic plan, and Grant PUD/IBEW Local 77 Code of Excellence.  The incumbent should be familiar with these organizational priorities and behave in a way that aligns with these expectations.

    + Understand and adhere to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.

    + Actively participate in all aspects of our safety program, including but not limited to:

    + Following all safety policies and procedures.

    + Alerting supervisors and coworkers to unsafe or hazardous working conditions;

    + Reporting any safety incidents or close calls within 24 hours to your supervisor; and

    + Accepting feedback from supervisors and coworkers regarding your own safety performance.

    + Actively support programs and actions that improve our Safety Culture by:

    + Supporting the presence of safety in your department (e.g. include safety messages in business conversations; begin meetings as appropriate with a safety minute).

    + Ensuring supervisors are monitoring the safety actions of their teams (such as completing safety training, reporting incidents timely, etc.).

    + Being viewed as a safety champion by stopping work if necessary, promoting safety activities (Continuous improvement team processes, Safety & Health Improvement Plan (SHIP) activities, etc.).

    + Acknowledging compliant safety behaviors and good safety performance from members of your team(s).

    **Required Qualifications** (Education, Experience, Licenses & Certifications):

    + BS in Architecture, Engineering, or Construction Management or 2 additional years of relevant experience in lieu of degree.

    + Five (5) years’ experience in capital project execution (budgeting through transition to maintenance), including experience leading architectural and engineering (A/E) project teams.

    **Preferred Qualifications** (Education, Experience, Licenses & Certifications):

    + Progressive responsibility in facilities operations, building systems, maintenance, and project management.

    + Experience leading large-scale site and building projects.

    Other Knowledge, Skills, and Abilities

    + Extensive knowledge of – Concepts, principles, theories, and means & methods surrounding A/E industry standards and best practices; project management tools and techniques; technical competencies with an attention toward facility operation and construction; and financial management philosophies.

    + Skill in – Problem solving; written and oral interpersonal communication; workflow and time management; utilizing MS office products; familiarity with GIS, AutoCAD, and CMMS software, tools, and applications.

    + Strong ability to coordinate cross-functional teams, including architects, engineers, and contractors.
