    J ob Description :

     

    This position is located within the Division of Financial and Support Services, Tallahassee office. This position serves as a Budget Analyst and reports to the Budget Director. The incumbent will be responsible for assisting with the preparation of the Legislative Budget Requests (LBR) and inputting the requests accurately in LAS/PBS. The incumbent will assist with developing the Approved Operating Budget (AOB) allocations, recording budget allotments in FLAIR, reconciling budget allotments to state appropriations and adjusting as needed throughout the year. In addition, the incumbent will conduct routine budget management functions including working with assigned program areas to prepare budget projections and provide monthly budget reports. Incumbent will prepare budget amendments as needed to ensure sufficient budget authority and release are available to meet the Department’s funding needs. The incumbent will assist with overseeing the day-to-day operations of assigned programs in multiple budget entities within the Department.

    Examples of Work:

    + Coordinates the development and completion of the Department's Legislative Budget Request (LBR) as well as the Approved Operating Budget (AOB) within pre-established timeframes and prescribed formats for the assigned budget entities.

    + Prepares spend plans and conducts meetings each month with Departmental staff to ensure spending levels are reviewed and/or budget is sufficient.

    + Assists with payroll (biweekly, monthly, supplemental and on-demand) as required for the Department. Verifies the Bureau of State Payroll information, including organizational codes, expansion options, names, People First IDs, and appropriate percentages, and submits the payroll to the Accounting Office to process.

    + Reviews and approves personnel action requests in the Human Resources internal routing process.

    + Processes assigned budget amendments within prescribed timeframes.

    + Prepares and compiles data for Legislative Budget Requests and Long-Range Program Plans.

    + Updates all systems within established timeframes and prescribed formats. These systems include LAS/PBS (rate and budget ledgers and reports), BAPS (budget amendments), FLAIR (appropriation, allotment, release and reserve amounts and spending plans), My Florida Market Place (purchasing document flow), and P-Card Works (approval process).

    + Reconciles FLAIR and the AOB (appropriation, allocation, allotment, release, reserve, and control amounts) to the General Appropriations Act and substantive legislation (budget ledgers and reports) regularly.

    + Responsible for working with the Revenue Management Office to submit the amounts for the Summary of Program Services (SOPS) to the program office.

    + Attends and participates in meetings and training as requested. This may include preparing and making presentations for meetings and training purposes.

    + Provides technical assistance, advice and/or training to staff as requested. Performs other duties as assigned.

    Knowledge, Skills and Abilities:

    + Ability to establish and maintain effective working relationships.

    + Ability to prepare reports in Excel, utilize LAS/PBS.

    + An understanding of Federal/State budget policies, procedures.

    + Knowledge of travel regulations and accounts payable processes, FLAIR accounting system and subsidiary reporting systems.

    + Ability to research technical issues

    + Ability to understand, research and apply related laws, rules, regulations, policies and procedures .

    + Ability to collect, analyze, and evaluate data.

    + Ability to plan, prioritize, organize, and coordinate assignments.

    + Ability to communicate effectively both verbally and in writing.

    + Knowledge of basic management principles and practices.

    + Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of management practices.

    + Ability to organize data into logical format for presentation in reports, documents, and other written materials.

    + Ability to conduct fact-finding research.

    + Ability to utilize problem-solving techniques.

    + Ability to work independently.

    + Ability to plan, organize and coordinate work assignments.

    + Ability to communicate effectively.

    + Ability to establish and maintain effective working relationships with others.

    Preferred Qualifications:

    + A bachelor’s degree or higher from an accredited college or university, or

    + Four to five years of state budgeting experience.

    + Years of experience may substitute for educational degree.
