The incumbent(s) will serve as Director of Legislation and External Affairs. This posting is available for three (3) distinct positions:
+ Director of Legislation and External Affairs – Behavioral Health Administration (BHA);
+ Director of Legislation and External Affairs – Aging and Disability Servies Administration (ADSA); and
+ Director of Legislation and External Affairs – Health Care Administration (HCA).
These positions direct the legislative agenda for their respective Administration and Divisions. The incumbent(s) is responsible for leading the development of department and administration priority change initiatives, with a focus on initiatives that result in legislation.
Responsibilities include but may not be limited to:
+ Directing and leadingthelegislative policy and budget agendaforassigned administration(s).
+ Leadingmajorpolicy and legislative changeinitiatives across the agency.
+ Providingleadworkandmentoringtheassignedlegislationliaison(s), administration and division-levelsuch as legislative coordinators.
+ Strengtheningandmanagingrelations related to legislative initiatives, DHS legislative process, and community priorities.
+ Acting as representative of the agency at legislative and community meetings.
+ Interpreting legislative language and drafting Governor’s policy and budget bills, as well as technical assistance for community partners.
Minimum Qualifications

Four (4) years advanced level policy analysis experience with the primary focus being directly engaged in the legislative process.
Experience must also demonstrate the following:
+ Facilitating the development of consensus among many parties that represent diverse points of view.
+ Organization tracking, prioritizing, and understanding large amounts of information.
+ Advanced level policy analysis experience supported by relevant experience to monitor and develop policy recommendations and long-term financial strategies.
+ Understanding of statutory, session law, and administrative rule construction and interpretation, with some experience drafting legislation.
+ Public speaking experience and presentation skills to effectively present policy, legislative, and other information to both technical and non-technical audiences.
Preferred Qualifications
+ Extensive experience engaged in the Minnesota legislative process with a focus on health and human services.
+ A Master’s degree in public affairs, public policy law, or similar area of study.
+ Extensive knowledge and experience working on public policy development for Medicaid and related human services programs.
+ Strong communication skills and experience presenting to leadership executives, community organizations, and legislators.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
