Overview
PROJECT MANAGER (AFNTI)
Bowhead is seeking an experienced Project Manager to provide support to the AF NTI Program in San Antonio, TX. This program is designed to significantly improve the responsiveness of the National Intelligence Community (IC) to the needs of Air and Space Component organizations at operational and tactical levels. The Project Lead/Senior Analyst will serve as the Subject Matter Expert (SME) for enterprise-wide AF NTI operational processes and procedures. As such must be a professional in communication, organization and operations.
Responsibilities
Essential functions will include:
+ Support AF NTI strategic planning and the development of Concepts of Operation (CONOPS), Concepts of Employment (CONEMPS) and other associated planning documents. This effort shall include, but is not limited to, the development of a Multi-discipline Intelligence (Multi-INT) analysis and fusion capability and new and evolving support to war fighters.
+ Support HQ ACC/A2, NAF’s and subordinate Wing’s staff actions to coordinate AF NTI issues with host directorates, subordinate units and external organizations. This effort shall include, but is not limited to, reviewing and providing recommendations on operational issues and documents, and developing Staff Summary Sheets (SSS), bullet background papers (BBP) and briefing materials.
+ Support HQ ACC/A2, NAF’s and subordinate Wing’s responses to AF NTI element requests for program support. This effort shall include, but is not limited to, SME advice regarding operational and training issues.
+ Perform research and provide input to the development, implementation and oversight of AF NTI policy and guidance.
+ Possess advanced knowledge of multi-INT collection management processes and strategies.
+ Provide support in the performance of maintenance, ongoing development, and execution of an existing unit specific Master Continuity Plan (MCP) for the purpose of improving and documenting standardized operational processes and procedures. Integrate AF NTI Program Management Office (PMO) approved field element inputs and provide updated MCP to the Contracting Officer’s Representative (COR). Review and update, when necessary, monthly. Written inputs shall be formatted in accordance with (IAW) AFH 33-337 and host organization standards. Inputs to briefing presentations shall be IAW host organization standards.
+ Provide support in the performance of maintenance, ongoing development, and execution of an existing Master Training Plan (MTP) for the purpose of training AF NTI personnel operational processes and procedures. Integrate AF NTI PMO approved field element inputs and provide updated MTP to the COR. Review and update when necessary monthly. Written inputs shall be formatted IAW AFH 33-337 and host organization standards. Inputs to briefing presentations shall be IAW host organization standards.
+ Research, analyze and apply IC, DoD, and AF policies and directives related to AF NTI operations.
+ Build effective business processes for day-to-day oversight (monitor and assess) of AF NTI operations to ensure compliance with relevant agency, and Air Force guidance documents.
Qualifications
+ Bachelor’s degree or a High School Diploma and eight (8+) plus years of experience in a related field. Requires a minimum of Eight (8) years of Air Force experience as a cryptologic/intelligence analyst, linguist, or collector
+ Joint and combined Air and Space Operations Centers experience/processes.
+ Project Management, Program Management, or Mission Manager experience.
+ Experience with Aerospace operations planning and associated documents such as Air Tasking Orders (ATO) and Special Instructions (SPINS).
+ Knowledge of National intelligence collection platforms and processes.
+ Knowledge of Airborne and other tactical intelligence collection platforms and processes.
+ Experience with Cryptologic collection, dissemination, and retrieval systems, databases, and methods.
+ Experience with Signals Intelligence (SIGINT) collection management processes and strategies, and a familiarity with other intelligence disciplines' collection management processes and strategies.
+ Experience with United States Signals Intelligence Directives (USSID) and cryptologic policies, and a familiarity with other AF and DoD Intelligence Directives and policies.
+ Classification manuals/guidelines and Information Sanitization processes.
+ Preferred Air Operations Center (AOC) experience
Physical Demands:
+ Must be able to lift up to 15 pounds
+ Must be able to stand and walk for prolonged amounts of time
+ Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIRED: Must currently hold a security clearance at the Top Secret/SCI with CI polygraph level. US Citizenship is a requirement at this location.
