Enterprise Applications Developer - Finance Systems (Software Developer-PeopleSoft 2) - Provisional
GENERAL DUTIES
Under general supervision, plans, designs, develops, and fulfills PeopleSoft Enterprise Human Capital Management, Campus Solutions, and Finance Solutions application development requirements for complex applications.
The Software Developer (PeopleSoft) demonstrates mastery of one or more PeopleSoft product modules and expertise using Application Engine, PeopleSoft Tools, and People Code. Serves as a resource person in at least one of the above mentioned modules.
All personnel perform related work. This specification describes typical assignments; related duties may be assigned as needed. There are two assignment levels (level 1 and Level 2).
General Work Tasks
Assignment Level 1
- Interprets functional designs to create technical designs containing the information needed to code PeopleSoft objects, partnering with Project Team members to collect requirements and validate designs
- Codes PeopleSoft objects adhering to technical designs
- Applies standard PeopleSoft development tools and other software components as needed (e.g., Application Designer, Application Engine, SQR, Application Messaging, Component Interfaces, PeopleSoft, Crystal Reports)
- Creates documentation needed to support PeopleSoft code
- Creates and executes unit and system integration tests to validate new or changed code; documents errors and resolves defects
- Works with feedback from the user community
- Supports technical aspects of code deployment to production environments
- Supports the Production function by resolving code defects identified by end users
- Works to support transition of Production Support to Managed Services team
- Designs and generates PeopleSoft reports
- Provides solutions to a variety of technical problems of moderate scope and complexity
Assignment Level 2
- Completes all Level 1 tasks
- Troubleshoots codes / PeopleSoft objects adhering to technical designs using specialized
- Serves as an expert resource to Level1 staff
- Applies expertise and supplies technical guidance to others using standard PeopleSoft development tools and other software components as needed (e.g., Application Designer, Application Engine, SQR, Application Messaging, Component Interfaces, PeopleSoft, Crystal Reports)
- Advises Level 1 staff during unit and system integration tests to validate new or changed code; documents errors and resolves defects
- Provides technical support and troubleshooting within defined service level agreements
- Provides solutions to a variety of technical problems of larger scope and complexity than Level 1

CAMPUS SPECIFIC INFORMATION
The Office of Computing and Information Services (CIS) at the City University of New York (CUNY) supports the IT and telecommunications needs of CUNY's 26 colleges. CIS supports enterprise IT and applications, identifies and develops new technologies that advance the University's core mission, operates and maintains the University's network, the enterprise Data Center, and the CUNY Service Desk. Additionally, CIS manages the processes that safeguard the University’s IT assets, maintains the security posture by operating the CUNY Security Operations Center (SOC), develops disaster recovery plans for business continuity, and supports the CUNYfirst Enterprise Resource Planning (ERP) solution that integrates student administration, financial management, and human resources operations across CUNY’s 26 colleges. Lastly, CIS provides strategic and operational IT leadership to all CUNY campuses.
The Enterprise Applications Developer - Finance Systems will play a critical role in providing comprehensive technical support, maintenance, and continuous enhancement of the PeopleSoft Finance system, as well as its integrations with third-party platforms such as Jaggaer (CUNYbuy), the State Financial System (SFS), and the City Financial Management System (FMS). In addition to supporting the existing PeopleSoft environment, the developer will actively contribute to the ongoing Workday implementation, with a particular focus on master data conversion, interface redevelopment, and integration redesign. A deep understanding of PeopleSoft Procure-to-Pay functionality, including Suppliers, Procurement Contracts, and related financial business processes, is essential to success in this role.
Key responsibilities include, but are not limited to the following:
+ Applies expertise, monitors and supports supplier and procurement integrations between CUNYfirst and third-party systems (Jaggaer, State and City Financial Systems), ensuring secure, timely, and accurate data exchange.
+ Troubleshoots and resolves technical issues impacting finance and procurement operations, and monitors integrations for performance, scalability, and errors to ensure quick resolution and system reliability.
+ Collaborates with the Application Support Vendor team to migrate fixes and enhancements from test to production, following change management and release protocols.
+ Partners with CIS and Campus teams, and manages check printing configuration, ensuring compliance and implementing improvements that enhance reliability and reduce manual effort.
+ Leads and contributes to the conversion of master data from CUNYfirst to Workday, applying industry-standard data mapping, transformation, and validation techniques.
+ Redesigns integrations for Workday using modern frameworks, APIs, and middleware to streamline workflows and improve maintainability; supports Workday integrations post go-live, providing expertise to monitoring, optimization, and issue resolution to maintain interoperability with PeopleSoft and external financial systems.
+ Develops and maintains PeopleSoft components using PeopleTools and SQL, applying best practices in coding, performance tuning, and secure development; tests to validate PeopleSoft during upgrades and maintenance, coordinating with QA teams to ensure stable performance and minimal disruption.
+ Works with business stakeholders to translate evolving requirements into effective, user- focused technical solutions aligned with enterprise standards.
+ Ensures business continuity and compliance by implementing monitoring, failover, and audit-ready controls.
+ Utilizes tools such as Tumbleweed, Control M, and FTP server to automate and monitor file transfers, batch jobs, and integrations for secure and reliable data exchange.
NOTES:
1. Until further notice, this position is eligible for a hybrid work schedule.
2. **An appointment to this Competitive title/position in the Classified Civil Service Title Series will be made with a Provisional status. Employees in provisional status must pass a competitive civil service examination and be appointed from a civil service list to remain in the title/position.**
MINIMUM QUALIFICATIONS
Level 1
1) A combination of education and experience that may be met by one of the following:
a) Oracle/PeopleSoft certification for PeopleSoft Version 8 or later with 2 years of full time information technology work experience which must have been primarily in PeopleSoft development,
OR
b) A Bachelor's degree from an accredited institution in computer science or related field plus three (3) years of full-time information technology work experience, which must have been primarily in PeopleSoft development,
OR
c) An Associate's degree from an accredited institution in computer science or related field plus five (5) years of full-time information technology work experience, at least three (3) years of which must have been primarily in PeopleSoft development,
OR
d) A High School diploma or GED from an accredited institution and at least seven (7) years of full time information technology work experience (post-high school), at least three (3) years of which must have been primarily in PeopleSoft development
2) Demonstrated English language proficiency, including the ability to speak, read, write and understand English well enough to meet minimally acceptable performance standards set for job tasks.
Please note: No substitutions or equivalencies for 3 years of PeopleSoft Development experience will be accepted
Level 2 and level 3
In addition to minimum qualifications, candidates for level 2 and 3 must demonstrate that they hold additional qualifications (education, experience, or certification) appropriate to the specific requirements of the position.
Level 4
In addition to the qualifications for level 3, candidates for level 4 must demonstrate that they hold additional qualifications (education, experience, or certification) appropriate to the specific requirements of the position.
OTHER QUALIFICATIONS
Preferred:
+ 6+ years of hands-on experience in full lifecycle PeopleSoft application development and implementation, including 4+ years supporting higher education, public sector, or multi- institutional environments.
+ Extensive experience delivering and supporting PeopleSoft Financials and Supply Chain Management (FSCM 9.2+) solutions using PeopleTools 8.58+, including design, development, testing, deployment, and post-production support.
+ Proven ability to troubleshoot and resolve production issues in financial processes using ticketing systems (e.g., ServiceNow) while minimizing business disruption.
+ Advanced Proficiency and expertise with PeopleSoft integrations, including Jaggaer (CUNYbuy), State and City Financial Systems, financial institutions, and governmental agencies, leveraging Integration Broker, APIs, and secure file transfers.
+ Demonstrated proficiency in PeopleSoft technical tools: Application Designer, PeopleCode, Application Engine, File Layouts, Workflow, Integration Broker, Component Interface, ExceltoCI, Data Mover, Process Scheduler, SQR, nVision, BI Publisher, and PS Query.
+ Expertise in SQL and Oracle RDBMS, with proven experience in query optimization, performance tuning, and collaboration with DBAs to support high-volume financial operations.
+ Hands-on experience applying FSCM bundles, patches, upgrades, and retrofits, with strong skills in impact analysis and regression testing.
+ Experience coordinating with managed service providers on environment refreshes, cutovers, migrations, performance tuning, and incident management.
+ Ability to design, develop, and support custom financial functionalities (e.g., procure-to-pay, PO printing, check printing) across complex, distributed business environments.
+ Active contributor to ERP transformation initiatives (e.g., Workday), with experience in data mapping, conversion, integration redesign, and cloud migration planning.
+ Excellent organizational, analytical, interpersonal, and communication skills, with demonstrated ability to mentor junior developers, conduct code reviews, and contribute to technical documentation and governance.

Level 1
Incumbent Minimum: **$114,482**
Level 2
Incumbent Minimum: **$125,932**
