Parker Meggitt, a recent addition to Parker Hannifin, is a global leader in the Commercial and Military Aerospace markets, specializing in a wide range of products including power generation and conversion systems, magnetics, and sensors for extreme environments. Located in Milwaukie, OR (in the Greater Portland Area), this site is within the Fire Safety & Power Systems Division (FSPSD) and is a key supplier in select aircraft and ground vehicle markets, spanning business jet, narrow body, wide body, and fighter jet platforms as well as military ground vehicles. We work directly with some of the largest aerospace companies in the world, including Airbus, Boeing, Embraer, Lockheed Martin, and Raytheon, among others.
Position Summary
The Compliance Manager has responsibility to oversee the daily export and import activities as well as responsible for implementation and maintenance of the Trade Compliance program for the site. This position ensures that global trade transactions are undertaken in compliance with import/export laws, regulations and controls administered by the government agency as appropriate to the business location. This position has a direct impact on profitability because of the strict requirements for import, export, and FAA compliance related to the shipping activities of our products.
Essential Functions
• Acts as the point of contact for export and import transaction at the manufacturing site providing a management-level interface with Regional TCM and BU functions to provide guidance on current and future trade regulatory requirements as they relate to the BU business plans and future products.
• Adapting Group Trade Compliance assessment guidelines and audit checklists to Business Unit requirements to ensure adherence to Group compliance policies and procedures.
• Ensuring that procedures related to trade regulations and reporting requirements are in place for all appropriate areas of responsibility and personnel at the Business Unit. Produce, review, analyze and publish Trade Compliance process measurements for the Business Unit.
• Supervising, managing and maintaining Trade Compliance at the Business Unit, providing day-to-day Trade Compliance support for export and import activities.
• Tracks, audits, and maintains records of import and export shipping documents generated in house or by freight forwarders to ensure accuracy and compliance with regulatory requirements.
• Maintain Trade Compliance documentation in support of the site record keeping requirements in keeping with SBU requirements and Meggitt Group programs.
• Releases trade compliance-related holds on shipments; whether export or imports, only after all trade compliance requirements are satisfied. Restricts and halts shipments not in the compliance with Government regulatory requirements, license approval and company policy and refers to the TCO.
• Assists as required in software/automation implementation relating to trade compliance and company ERP systems.
• Maintains and ensures the export transaction screening process (i.e. national, dual national, third county national and international restricted or denied party lists) is adhered to.
• Completes reports, logs or equivalent records, or notifications of potential or verified matters of non-compliance.
• Keeps current with the Trade Compliance Program attending requirement training and seminars and provides input and feedback on any changes or additions.
• Determining licenses and license exceptions or exemptions, as appropriate, for all transactions referred to the Regional TCM, and proactively establishing the terms of export and import licenses that meet compliance requirements and organizational needs
Qualifications
• Bachelor degree in Business or related field required
• 7-10 years of experience as a Trade Compliance Officer or similar position
• Demonstrated ability to lead and influence others.
• Thorough working knowledge of trade compliance, such as the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), Office of Foreign Assets Control (OFAC), Nuclear Regulatory Commission (NRC), and US Customs and Border Protection Regulations.
• Strong team development and management skills to enable the creation of a highly capable Trade Compliance team.
• Ability to manage and strategically integrate regulatory requirements into business processes to maximize outcomes.
• Strong diplomatic skills to manage diverse needs of various disciplines with competing priorities.
• Capable of directing the resolution of highly complex or unusual business problems, while applying advanced analytical thought and judgment.
• Excellent interpersonal, verbal and written communication skills to drive tasks to completion in English language.
• Proficient in Microsoft Office Suite, ERP, and database management tools.
