Duties Description The New York State Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 2, Grade 23, position in the Western Field Office. Under the general direction of the AOT Compliance Coordinator, the Mental Health Program Specialist 2, G-23 position in the Field Office, Assisted Outpatient Treatment (AOT) Unit will work with Care Coordination providers to help them with their compliance with reporting systems, reconciliation of data between systems, and to provide technical assistance related to information gathering and oversight support. Knowledge of community service systems to assist providers who are helping people to transition from institutions into more independent settings is a critical skill/function. Knowledge of NYS’s AOT program and how it can help high risk/need individuals maintain community living in the most independent setting possible is also a critical skill/function.Specific duties include, but are not limited to, the following:• Provide oversight and monitoring of the Assisted Outpatient Treatment Programs in their geographic area as well as technical assistance and customer relations to the Local Governmental Units (LGU’s) and providers, utilizing clinical knowledge and skills.• Coordinate and conduct service verifications of programs court ordered to provide treatment and support to AOT recipients.• Serve as the primary customer relations contact for AOT related matters and function as lead for all questions related to Kendra’s Law and AOT.• Field all technical assistance for complaint calls to programs licensed by OMH and manage all AOT related concerns (Everest complaints).• Provide education to recipients, families, providers, and legal entities regarding Kendra’s Law and the purpose of AOT services for high-risk/high-need individuals.• Assist with data entry and data review including but not limited to AOT legal documents and statistical reports provided by Local Governmental Units (LGU’s) and providers. Identify key trends and issues specific to program, county and/or region.• Compile historical background information to inform the review of significant events.• Interface with licensing unit for monitoring and oversight of programs that serve individuals with an AOT designation and prepare final recommendations and written reports post review and specifically for service verifications of programs.• Conduct monitoring visits of OMH licensed programs based on complaints, incidents, etc. • Participate in the review of Prior Approval Review applications in collaboration with the County Mental Health Directors of Community Services (DCS) and other OMH staff, as assigned.• Maintain knowledge and familiarity of New York Codes, Rules and Regulations and Mental Hygiene Law, and interpret OMH policy as it applies to specific situations involving State and local providers who implement AOT in their communities.

Minimum Qualifications Non-Competitive Minimum Qualifications Under the NY HELPS Program:To be eligible for appointment, candidates must have a bachelor's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education AND three years of professional clinical or administrative experience in a federal or state operated, licensed, certified, or funded mental health program.A master's degree in child and family studies, counseling and community psychology, creative arts therapy, criminal justice, health administration, hospital administration, marriage and family therapy, mental health counseling, nursing, psychoanalysis, psychology, public administration, public health, public policy, recreation therapy, rehabilitation counseling, social work, sociology, or special education can subsitute for one year of specialized experience.Transfer Opportunity:Candidates must have one year of permanent competitive or 55b/c service as a Mental Health Program Specialist 2, G-23, and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having one year of permanent competitive or 55b/c service in a qualifying title within two salary grades or one M-grade of the Grade 23 level. 55b/c Opportunity: Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered.
