    The Idaho Department of Lands (IDL) is seeking a full time Lands Program Manager – Purchasing Manager. This position will be located at our Boise Staff Office in Boise, ID.

    Description

    The primary focus of this position is to lead the purchasing team in the Division of Business Services, performing a broad spectrum of duties in the capacity of Purchasing Manager.

    Responsibilities:

    + Monitors and controls procurement activities including professional services contracts, requests for quotes, requests for qualifications, requests for proposals, sole source recommendations, qualifications-based selection, price agreements, etc.

    + Interprets and explains Idaho Purchasing Code requirements; develops and implements department internal purchasing policies and procedures; advises users of legal requirements for purchasing

    + Hires, trains, and supervises staff; evaluates performance; delegates limited purchasing authority to designated representatives

    + Reviews operating and capital outlay budgets for adequate purchase funding

    Prepares or oversees bid or specification preparation for purchases

    + Research products and equipment to ensure practicality, cost effectiveness, and supply availability

    + Uses value analysis, life-cycle-costing analysis, and weighted evaluation for products, services, and equipment purchased

    + Determines contract terms and conditions for services or commodities

    Minimum Qualifications

    + Analyzing land management program issues, making recommendations and writing reports

    + Developing programs including establishing goals and strategic direction, budgeting and evaluating results

    + Working with various groups, individuals and interests to develop understanding, acceptance and support for a program

    Desired Qualifications

    + Considerable knowledge of Idaho Purchasing Code

    + E xperience reviewing and negotiating contracts, lease terms, and agreements

    + Good knowledge of financial analysis methods relating to capital purchase or other investment decisions

    + Ability to initiate and build positive relationships with a variety of potential partners and stakeholders

    + Understanding of policies and procedures associated with public procurement

    + Strong verbal and written communication skills

    + Certification as a Purchasing Manager, Public Purchasing Officer, or Professional Public Buyer
