Summary:
The State Treasurer’s Office is seeking a proactive, collaborative individual with banking and treasury management experience. This position is new and will focus on the banking services provided by the Treasurer’s Office. The incumbent will use their professional background to assist with the design, modification, and implementation of new services, as well as continuous review of existing services, policies, and procedures. This position is non-supervisory and reports to the Banking Operations Manager in the Banking Division of the Treasurer’s Office.
This position is full time, Monday through Friday, 8:00am – 5:00pm and is located in the Borah building at 304 N. 8 th Street, Boise, Idaho 83702.
Key Responsibilities:
+ Collaborate with state agencies to identify products and solutions for various bank services. This position will be the primary contact for Treasury Management Products and service requests from state agencies.
+ Maintain relationships with financial institutions and stay current on products and services available.
+ Coordinate with vendors as needed to assist with state agency inquiries and issues.
+ Work with state agencies to onboard new products as needed.
+ Work with the Treasurer’s staff on requests for proposals, bids, and contracts.
+ Understand and be able to facilitate banking service and interagency agreements.
+ Review and get a strong understanding of current banking processes and procedures including third party providers used by state agencies.
+ Review and aid with legislation when requested.
+ Stay current with the regulatory environment applicable to financial services.
+ Provide assistance and education for agencies to assist in compliance with laws, rules, regulations, policies and best practices.
+ Create partnerships with other state agencies that provide internal services.
+ Prepare reports and analysis on banking services for senior management.
+ Backup other Banking Division responsibilities as needed.
Desired Qualifications:
+ A minimum of two years’ experience in banking operations.
+ A working knowledge of Treasury Management products such as ACH Origination Account Analysis, Credit Cards (Merchant Services), Remote Deposit Capture, Lockbox and Positive Pay.
+ Bachelor’s degree in finance, Marketing, Business or related field is a plus.
+ Accredited ACH Professional (AAP), Accredited Payments Risk Professional (ARPR) certifications are a plus.
+ Good interpersonal skills with the ability to properly interact and communicate with vendors, agency staff, and co-workers. Able to establish and maintain effective working relationships.
+ Good written and verbal communication skills.
+ Able to prepare and deliver clear, effective and professional presentations.
+ Works independently as well as collaboratively within a team environment; manages priorities, deadlines and tasks to meet deadlines and accomplish goals.
+ Uses logic and reasoning to identify complex problems; review related information and develop options and implement solutions. Detail oriented.
+ Self-starter, independent worker and able to multi-task.
+ Proficient using Microsoft Office (Word, Excel, PowerPoint).
