The Department of Health and Welfare (DHW) is hiring for aSenior Internal Auditorin the Division of Management Services’ Bureau of Compliance. This position is located in downtownBoise.
In this role, you will spend time with division and institution leadership to understand their goals and the risks which could impede their achievement. You will also work with the Compliance Audit Supervisor to set the DHW annual audit plan and conduct the audits to test internal controls. This position will also mentor staff internal auditors and support the professional growth of the Internal Audit function at DHW.

EXAMPLE OF DUTIES:
+ Provide assurance services to the Director and Executive Leadership through written reports, publications, electronic presentations, dashboards, and oral communication before Leadership teams.
+ Conduct risk-based audit scoping, draft audit programs, surveys and sampling plans.
+ Conduct process documentation interviews Utilize quantitative and qualitative statistics for data analysis.
+ Apply critical thinking and data analysis to determine completeness and compliance with federal and states laws and regulations.
+ Act as Auditor-In-Charge on a variety audits.
+ Perform follow-up activities to ensure the completion of Management Action Plans resulting from audit activities.
+ Provide external audit assistance to partners in the Legislative Services Office and Office of Program Evaluations, as needed.
+ Facilitate annual Internal Controls Attestation process within DHW in support of the State Controller’s Office year-end financial closure procedures.
+ Up to 10% in-state travel as needed to complete projects.
MINIMUM QUALIFICATIONS:
You must possess all the minimum qualifications below to pass the exam for this position. + Good knowledge of management practices. Typically gained by completion of two college courses that included all the essential elements of management (Planning, Organizing, Leading and Controlling)ORat least one year of experience in a job situation with responsibility for all the essential elements of management.
+ Good knowledge of organizational design.Typically gained by completion of upper-division coursework (six credit hours) equivalent to Management and Organizational Theory; Organizational Behavior; and/or Organizational TheoryORat least six months of work experience and seminars or training in both organizational design and evaluation. Experience should include department organizational alternatives with reports developed recommending organizational change OR you have a combination of coursework and experience as described above.
+ Good knowledge of methods of information collection.Typically gained by completion of college level coursework (Intro to Management Information Systems; Statistical Techniques I,II; and/or Advanced Business StatisticsORapproximately six months of experience designing data collecting devices (questionnaires, workflow analyses, survey, DP output) and/or evaluation effectiveness and redesigning for greater effectiveness OR a combination of coursework and experience using various methods of information collection.
+ Experience planning and organizing management studies, including determining study methods and procedures.Typically gained by approximately one year of experience with studies of consequence involving organizational design, employee turnover, morale problems, workload restrictions, and unusual incidence of grievances. College-level coursework can be substituted for six months of experience in each of the listed experience areas. Experience should include compiling and analyzing statistical data and drawing conclusions.
+ Experience analyzing complex management, financial, and related data and systems and developing recommendations for improvement. Typically gained by approximately one year of experience with studies of consequence involving organizational design, employee turnover, morale problems, workload restrictions, and unusual incidence of grievances. College-level coursework can be substituted for six months of experience in each of the listed experience areas. Experience should include compiling and analyzing statistical data and drawing conclusions.
+ Experience conducting fact-finding interviews and interpreting statistical and narrative information.Typically gained by approximately one year of experience requiring in-depth one-on-one interviewing to elicit facts and record information. Types of qualifying experience would be background in credit collection, law enforcement, financial institutions or social service programs or services. Coursework, internship or practicum might substitute if it relates sufficiently to the above criteria.
+ Experience preparing oral and written reports of study findings and recommendations.Typically gained by at least six months of experience preparing oral and written reports of study findings and making recommendations.
Below is preferred experience. It is not required for the position but applicants with this experience may receive consideration over other applicants.
+ Understanding of IIA ( Institute of Internal Auditors ) Red Book and/or GAO( Government Accountability Office ) Yellow Book.Typically gained by at least 1 or more years working as an internal auditor in the private or public sector.
+ Bachelor’s degree in Accounting, Finance, Business, Health Science or 5 years professional experience as practicing internal auditor.
+ Certified Internal Auditor, Certified Fraud Examiner.
