    Position classification

    Hybrid -- Job duties and expectations allow for onsite and remote work scheduled every week. Employees in this classification are regularly scheduled onsite one (1) to four (4) days per week based on the County needs and as determined by Department Director.     What Success Looks Like In This Job

     

    The Community and Economic Development (CED) Department serves Adams County through an integrated approach to planning and community investment. We work collaboratively with neighborhoods, businesses, agencies, and other stakeholders to foster positive, sustainable change. CED’s divisions include Building Safety, Economic Development, Environmental Programs, Housing Policy & Community Investments, Long-Range Planning, Planning & Development, Permits & Licensing, and an Administrative Division that supports departmental oversight and coordination.

     

    The Licensing Coordinator is a key member of the Permits & Licensing Division and supports Adams County’s various licensing programs. Under the direction of the

     

    Licensing Administrator, this position conducts technical inspections and investigations, prepares documentation of findings, and is responsible for enforcing compliance with local regulations for liquor and marijuana establishments, short-term rentals, massage therapy businesses, and other licensed facilities. Enforcement may include working alongside the Sheriff’s Office, Building Safety, Code Compliance, or state agencies and supporting their investigations and compliance activities.

     

    The Licensing Coordinator also guides applicants through the licensing process, reviews application materials, and provides clear and accurate information about licensing requirements. In addition, this position supports the operations of the Liquor and Marijuana Licensing Authority Board and serves as a resource to applicants, license holders, Adams County departments, and the general public regarding regulatory procedures and licensing standards.

     

    The anticipated hiring range for this role is $68,082.87 – $78,295.30. The full salary range for the role is $68,082.87 – $98,720.17.

     

    Examples of Duties for Success

     

    + Conduct routine, follow-up, and complaint-driven inspections of licensed establishments to ensure compliance with Colorado statutes and Adams County codes and regulations.

    + Investigate potential violations, document findings, and prepare detailed reports with supporting photographs, diagrams, or other evidence.

    + Lead enforcement actions, including the issuance of violations, license suspensions, and revocations, in coordination with the Licensing Administrator and County Attorney’s Office.

    + Maintain accurate records of inspections, investigations, licensing actions, and public hearings in accordance with County policies and Colorado Open Records Act requirements.

    + Assist with the preparation and coordination of Liquor and Marijuana Licensing Authority Board hearings, including compiling documentation, drafting summaries, and presenting findings.

    + Assist in the review of license applications for completeness and support the coordination of internal and external agency reviews to ensure regulatory compliance.

    + Respond to inquiries from applicants, license holders, County departments, and the public regarding licensing procedures, regulations, and compliance matters.

    + Provide exceptional customer service by responding to and resolving difficult and sensitive inquiries and challenges.

    + Collaborate with other County departments, law enforcement agencies, and state regulatory partners during joint inspections, investigations, or compliance matters directly related to licensed facilities.

    + Support the Adams County Sheriff's Department, the Colorado Liquor Enforcement Division, and the Colorado Marijuana Enforcement Division on matters directly related to licensed facilities and the enforcement of liquor, marijuana, and other licensing laws and regulations.

    + Conduct research on evolving licensing regulations and best practices; assist in drafting updates to local policies, ordinances, and educational materials.

    + Assist in the creation and distribution of training or outreach materials for applicants, licensed businesses, and County staff.

    + Participate in interdepartmental meetings and represent the Permits & Licensing Division at community events or stakeholder meetings, as needed.

    + Support the overall administration of licensing programs by performing data entry, responding to public records requests, preparing correspondence, and managing digital files and forms.

    + Perform other related duties and responsibilities assigned to support the goals and objectives of the Permits & Licensing Division and the Community & Economic Development Department.

     

    Qualifications for Success

    Knowledge of:

    + Applicable federal, state, and local laws governing licensing, compliance, and enforcement of regulated businesses.

    + Principles and best practices of regulatory inspections, investigations, enforcement actions, and due process requirements.

    + Proper techniques for gathering evidence, documenting findings, and preparing enforcement reports.

    + Local zoning, land use, and building code regulations, especially as they relate to licensing and permitted uses.

    + Colorado Department of Revenue and Colorado Liquor and Marijuana Enforcement Division procedures and statutes.

    Ability to:

    + Conduct thorough, professional inspections and investigations with attention to detail, accuracy, and consistency in application of standards.

    + Communicate regulatory requirements clearly and respectfully to a diverse audience, including members of the public, licensees, and business owners.

    + Interpret and apply relevant codes, ordinances, and laws to a range of licensing and enforcement scenarios.

    + De-escalate challenging or stressful situations with professionalism, tact, and a customer service mindset.

    + Exercise sound independent judgement in assessing issues that may warrant elevation to departmental leadership, law enforcement, the County Attorney, or the County Manager’s Office.

    + Maintain complete and well-organized documentation, including digital case files, correspondence, and photographic evidence.

    + Work independently in the field and collaboratively with internal and external partners.

    + Manage multiple assignments simultaneously while meeting deadlines and maintaining high-quality service.

    + Operate a motor vehicle safely and responsibly to perform field work and represent Adams County.

    + Uphold high ethical standards in the performance of duties involving confidential or sensitive matters.

    + Maintain collaborative working relationships with law enforcement agencies, the County Attorney’s Office, the Colorado Department of Revenue, and other regulatory bodies.

    More Qualifications for Success

    Experience:

    + Minimum of three (3) years of experience working with the public and the interpretation or enforcement of rules, laws, or regulations including investigation of violations, research, and complaint resolution.

    + Computer literacy is required; experience working with permitting/licensing software systems is strongly preferred.

    Education & Training:

    + High School diploma or GED (required ) ; Associate’s or Bachelor's degree from an accredited college or university with a focus in public administration, legal studies, criminal justice, or related field preferred.

    + Bilingual in English and Spanish is preferred. Language pay is available subject to proficiency testing.

    Licenses and Certification:

    + Possession of, or the ability to obtain upon hire, a valid driver’s license.

    Background Check:

    + Must pass a criminal background check.

    Other:

    + Ability to work effectively in a hybrid office environment, balancing field and office responsibilities; the current departmental policy is a minimum of 3 days in-office per week.

    + Willingness to travel occasionally to attend meetings, training sessions, and industry-related events.

    + Ability to travel throughout the county to conduct or support field inspections, investigations, and compliance visits at licensed businesses.

    + Availability to work outside of regular business hours, including evenings or weekends, as needed to support public hearings, inspections, or enforcement actions.
