This position serves as assistant to the Accountant Manager 2 of the Investment Accounting Section in the Accounting Department. This position is responsible for investment accounting transactions for a government pension fund with a fair value of investments totaling over $28 billion. Supervises two Accountant 4 positions.
Minimum Qualifications
Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor’s degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Reviews reconciliations of monthly statements for public investment managers and alternative investment managers to ensure accurate reporting of investment activity in accordance with GAAP & GASB statements/technical bulletins.
Responsible for the maintenance, monitoring, and forecasting of revenues and expenditures to ensure availability of funds to meet TRSL obligations.
Responsible for the direct supervision of two Accountant 4 positions for the reconciliation and preparation of monthly and annual financial reports and schedules for public and private investment portfolios.
Supervises the preparation of all reporting with relation to TRSL Alternative Investment Program. Reports are prepared for management and the Board of Trustees Investment Committee on a monthly, quarterly and fiscal year basis.
Responsible for overseeing the development of specialized supporting schedules and listings for fiscal year-end reporting.
Prepares annual performance planning and evaluations for subordinates. Trains, assigns, reviews and approves work of subordinate staff. Controls time and attendance of staff. Interviews and recommends applicants for hire.
Establishes policies, procedures, and guidelines to enhance operations of the Investment Accounting section and monitors/evaluates the impact of accounting pronouncements to ensure compliance with GASB and FASB accounting and reporting guidelines.
Communicates with investment managers, investment brokers, investment consultants, state, federal and/or independent auditors, global investment custodian bank staff, and TRSL staff and Board members for the purpose of providing information and technical assistance needed to resolve problems.
Assists in the preparation of agency-level external financial reports for TRSL, including the Annual Financial Report (AFR), the Annual Comprehensive Financial Report (ACFR), and the Popular Annual Financial Report (PAFR).
Attends training/educational seminars and conferences pertaining to investment accounting to continually update knowledge for the proper accounting treatment of a multitude of investment transactions.
Position-Specific Details:
Appointment Type: This vacancy may be filled as a Probational, Promotion, or Detail to Special Duty. Current classified permanent status employees may be required to accept a Probational Appointment.
Compensation: This position has a Special Entrance Rate (SER) of $2,434.40 biweekly
