The Iowa Utilities Commission (IUC) invites you to join our Pipeline Safety and Engineering Bureau as a Utilities Regulation Engineer,providing you with the opportunity to make a meaningful impact on Iowa’s natural gas and hazardous liquid pipeline systems by leveraging your engineering expertise to uphold the highest standards of compliance, safety, and innovation. What You’ll Do:
In this role, you’ll serve as an agency expert on the design, construction, operation, and regulation of pipelines. Key responsibilities include:
+ Petition Review: Review engineering data and evaluate and process petitions, pipeline permits, and service modification requests for natural gas pipelines and hazardous liquid pipelines to ensure compliance with Iowa Code and IUC administrative rules.
+ Compliance Oversight:Inspect routes, design specifications, and engineering standards to confirm accuracy and adherence to legal requirements, and provide interpretations of professional engineering and regulatory codes to agency and public utility personnel.
+ Safety Inspections:Support the pipeline safety program by conducting inspections, investigating incidents, and preparing technical reports.
+ Collaboration:Work closely with field inspectors, petitioners, and stakeholders to address technical issues and ensure regulatory standards are met. Utilize computer models and engineering applications to analyze information regarding various aspects of utility operations for policy making, rate cases, staff training, long-range planning, or drafting administrative rules or legislation.
+ Case Support: Present and support the staff position in formal proceedings by testifying and submitting to cross-examination on technical issues, and inform the public of anticipated major utility facility additions by acting as the agency representative at informational meetings.
+ Teamwork: Perform as a project leader or group member in conducting research projects concerning public utility regulation issues, and identify and/or develop criteria and evaluate utility data to assure reasonable and adequate utility service to the public at the lowest possible cost.
Who We’re Looking For:
You can perform operations research and evaluation or specialized engineering work for the IUC in the investigation and regulation of one or more types of utility operations, under general supervision. Required knowledge includes:
+ Engineering and Technology: Practical application of engineering science and technology, including principles, techniques, procedures, and equipment to design and production.
+ Design: Design techniques, tools, and principles involved in production of precision technical plans, blueprints, drawings, and models.
+ Mathematics: Arithmetic, algebra, geometry, calculus, statistics, and their applications.
+ Law and Government: Laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
+ English Language: Structure and content of the English language, including meaning and spelling of words, rules of composition, and grammar. Ability to communicate information and ideas in writing so others will understand
This position requires occasional in-state and out-of-state travel, including some overnight stays. A valid driver’s license is required.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
+ Graduation from an accredited four-year college or university with a degree in civil engineering, petroleum engineering, electrical engineering, mechanical engineering, nuclear engineering, valuation engineering, engineering economics, depreciation engineering, or industrial (i.e., engineering management, operations research, or engineering operations) engineering.
+ Certified as an engineer intern by the Iowa Engineering and Land Surveying Examination Board.
+ Licensed as a professional engineer by the Iowa Engineering and Land Surveying Examination Board.
