Norfolk Police Academy Information:
+ Virginia Certified Police Officers or Certified Police Officers outside Virginia, within the United States - will participate in an 8-week academy training program at the Norfolk Police Department Training Center. The academy, in addition to Department of Criminal Justice Services (DCJS) and NPD requirements, will provide legal, firearms, driving tactics and defensive tactics training.
Essential Functions
Essential functions include, but are not limited to:
+ Performs the regular duties of an officer as well as specialized technical functions.
+ Enforce state and local laws.
+ Performs patrol duties and responds to calls for service.
+ Performs a variety of duties and tasks related to the protection of life, property, and the preservation of the constitutional rights of every citizen.
+ Conducts criminal and traffic investigations, field interviews, serves warrants, subpoenas and other court papers.
+ Issues summons and makes arrests, watches for criminal, suspicious, or hazardous situations and takes appropriate policy action as necessary.
+ Provides assistance and information to the public and assists in the prosecution of offenders. Maintains administrative requirements and provides public information.
+ Assists supervisor with administrative responsibilities. Conduct investigations, serve as lead officer in the absence of the supervisor, and assists with crime scene processing.
+ Provides guidance and directions to co-workers in the performance of duties. Serves on department committees and/or focus groups.
+ Must be able to perform the physical aspects and meet the requirements and tests prescribed by the City’s Civil Service Commission.
+ Must have the ability to communicate effectively, both orally and in writing.
Education/Experience
Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.
Certified Police Officers:
+ Six (6) years of continuous service as a certified Police Officer.
+ DCJS certification.
+ Virginia Criminal Information Network (VCIN) certification.
+ National Criminal Information Center (NCIC) certification.

Overview of Process:
Applicants must successfully complete the following steps.
+ Physical Agility Test - events designed to simulate typical work-related situations, that require the ability to perform specific physical activities.
+ Obstacle Course completed in 2 minutes and 45 seconds
+ Recommended Training Program for Applicants (https://www.norfolk.gov/DocumentCenter/View/68181/Recommended-Training-Program-for-Applicants?bidId=)
+ Psychological Examination - using the Minnesota Multiphasic Personality Inventory Test (MMPI), used to assess personality traits and psychopathology , provided at City expense.
+ Personal History Booklet - used to gather information of your personal history.
+ Background Investigation - involves obtaining and verifying information related to prior employment, drug usage, personal and professional references and criminal records, DMV records and credit records.
+ Polygraph Examination - used to verify the background data disclosed in the Personal History Booklet and employment application, provided at City expense. Deception noted in the areas of the automatic disqualifiers may prevent further processing of your application.
+ Medical Examination - includes medical physical and drug screen , provided at City expense.
Tobacco Use:
Selected candidates will be required to sign an acknowledgement indicating that they will refrain from using tobacco products, both on and off-duty.
Signing Bonus:
This position is eligible for a one-time $5,000 signing bonus. The signing bonus will be paid upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
