Minimum Qualifications
Education
+ Bachelor's Degree in Engineering, Environmental Science, Quality Assurance/Quality Control (QA/QC) or related field.
Experience
+ Five (5) years of quality assurance, auditing, modeling, data governance and/or compliance, along with experience developing and administering policies and procedures
Certification/Licensure
+ Valid Driver's License
+ Roadway Worker Protection (RWP), Level 2, within six (6) months of hire and maintained for the duration of time in the job
Preferred Qualifications
+ ASQ or equivalent quality certification
+ Six Sigma or Lean Certification
+ ISO 9001Certification
+ Equivalent quality certification

Summary
The Sr. Manager Infrastructure Quality Assurance oversees and carries out a comprehensive quality assurance program to ensure that operations meet appropriate professional standards, policy and operational requirements. The incumbent leads the efforts of implementing and developing an internal inspections and quality program, evaluates operational processes, procedures and participates in the preparation of final reports. The incumbent may conduct independent inspections and will be required to perform duties to support a 24/7 operation, including nights, weekends, and holidays. The Sr. Manager Infrastructure Quality Assurance may be required to participate in emergency response or on-call rotations to promote the Authority's transit- support goals.
Job Duties
+ Leads the efforts of implementing and developing an internal quality assurance program, evaluates operational processes, procedures and participates in the preparation of final reports
+ Leads and manages independent inspections, surveys, follow-up reviews, and special assessment projects to ensure services and operations meet established standards of quality, safety, efficiency, and compliance, enhancing performance and customer satisfaction.
+ Leads and manages a review resolution process, including the preparation of reports on findings and corrective actions, to ensure operational management addresses deficiencies identified through internal assessments and evaluations. Supports informed, prioritized decision-making and fosters a culture grounded in safety and quality.
+ Develops staff on industry best practices in quality assurance to ensure draft and final reports clearly, effectively, and accurately present the results of evaluations, facilitating risk assessment and mitigation sessions, and conducting effectiveness verification reviews.
+ Reviews and edits quality assessment and evaluation reports submitted to internal staff to ensure they are objective, thorough, and conform to industry standards and internal/external regulatory requirements.
+ Leads projects involving quality reviews and investigative assessments, including the preparation of compliance reports that incorporate continuous improvement plans, recommended training programs/materials, customer feedback and satisfaction reports, maintenance and asset management reports, budget and cost analysis reports, service level agreement compliance reports, and non-conformance reports.
+ Develops and disseminate key performance indicator reports of quality performance measures that support internal and external customers by informing internal and external stakeholders of maintenance, cleaning, customer satisfaction, and other areas where performance metrics are achieved or goals not met.
+ Leverages data analysis to identify trends, root causes of deficiencies, and areas for improvement across all operations. Uses data to prioritize initiatives, allocate resources effectively, and make informed decisions that align with organizational objectives.
+ Implements advanced data collection methods and tools to enhance reporting accuracy and decision-making processes.
+ Evaluates the operational application of the policies and requirements along with providing recommendations to improve the utility and effectiveness of audit operations, to drive continual improvement.
+ Leads and manages the external peer review process to ensure that processes and procedures meet industry standards.
+ Oversees staff to ensure consistency in evaluating and monitoring the quality function within the department.
+ Collaborates and coordinates with other WMATA departments to mitigate identified risks.

+ Champions a culture of continuous improvement by identifying opportunities to enhance Infrastructure operations through data-driven insights and feedback loops and initiatives aimed at enhancing the utility and impact of quality assurance activities.
+ Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
