    This position requires an employee to be onsite at 3200 Labore Road, Vadnais Heights, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

    + Only candidates residing in Minnesota or a state bordering Minnesota (Iowa, North Dakota, South Dakota, or Wisconsin) within 50 miles of the work address listed above are eligible for telework.

    As a key member of Community Based Services (CBS), this position exists to develop the CBS data infrastructure and provide support for performance measurement, data compilation, data analytics, and internal and external reporting. This position is accountable for designing and managing CBS-wide data infrastructures and data analytics to support CBS planning processes, improve service delivery and quality outcomes, and drive improvement for CBS strategic planning and initiatives.

     

    Additionally, this position supports measuring clinical and behavioral health outcomes, tracking data to produce dashboards, and performing data analysis for results and outcomes. The individual within this position will review literature, relevant background information and best practices, and work collaboratively with staff and leaders to use data to continuously improve CBS’s program outcomes.

    Primary responsibilities include, but are not limited to:

    + Design and develop databases for CBS

    + Develop analytic tools and reports on a regular and ad hoc basis, to support and advance strategy programs, including strategy development processes, strategy, and performance program implementation, and Plan-Do-Study-Act processes.

    + Conduct data analysis for CBS strategic planning activities and organizational performance activities including Continuous Improvement and Baldridge Framework initiatives.

    + Measure outcomes, track data to produce dashboards, and perform data analysis for results and retrospectives and programs as needed.

    + Review literature and best practices for relevant background information.

    + Work collaboratively with staff and leaders to improve CBS’s strategy and continuous performance improvement.

    Minimum Qualifications

    Three (3) years of data analysis, project management, or database management experience that demonstrates the following:

    + Experience developing, sorting, collecting, and presenting data from multiple databases or sources.

    + Experience with qualitative and quantitative analysis sufficient to provide timely analysis and visualizations.

    + Experience with computer software applications sufficient to create databases, dashboards, and spreadsheets from a variety of sources and compile lists, spreadsheets, and graphs to track projects and activities.

    + Experience with basic principles, practices, and techniques of database management sufficient to develop databases, as well as enter and retrieve data for projects, planning and reporting.

    + Experience leading projects, and the ability to work independently to advance and achieve project execution.

     

    Note: A bachelor’s degree in informatics, information technology, data analytics, economics, or related field may substitute for 1 year of experience. A master’s degree of higher in informatics, information technology, data analytics, economics, or related field may substitute for 2 years of experience.

    Preferred Qualifications

    + Lean six sigma certifications (ex. Green Belt, black belt)

    + Experience with database applications, such as agile apps, share point, or smart sheets

    + Experience with Microsoft Office applications (i.e., PowerPoint, Word, OneNote, Teams, Excel, Forms, etc.)

    + Knowledge of Visio and Tableau.

    + Experience designing and conducting surveys and analyzing results of surveys.
