Under limited supervision, the Title IV-E Grants Accountant exists to maintain and control budgets, expenditures, and Statewide Integrated Financial Tools (SWIFT) fiscal modules for management of guardian assistance program and adoption assistance program grants. This position maintains and controls fiscal processes; issues payments to individuals, providers, and counties; generates and analyzes fiscal data, reconciles accounts, and provides technical assistance as needed. This position establishes and maintains reporting in compliance with federal, state, department, and division requirements. In addition, this position works with the Social Service Information System (SSIS) to process, review, and track Title IV-E Foster Care, Kinship Assistance, Adoption Assistance and Northstar payments.
This position provides technical assistance to stakeholders for programs and grants in the position's portfolio and develops and updates processes, policies, and procedures to ensure programs and grants are operated in accordance with Department objectives and policies. This includes the evaluation of available data to make recommendations to streamline reporting and to develop new reporting instruments to achieve Department objective while maintaining sound fiscal stewardship of State, Federal, and Foundation funds.
Responsibilities include:
+ Maintain and control the fiscal components of the Adoption Assistance Program and Guardianship Assistance Program, ensuring maximum federal and state funds are available, accounted for, distributed, reconciled, and accurately reported.
+ Maintain and control the fiscal components of the Social Service Information System (SSIS) Subsidized Adoption Program and Northstar Kinship Assistance monthly payment to adoptive parents.
+ Maintain and control the fiscal components of the Privatized Adoption Grant Program.
+ Maintain and control the overall payment process of the Title IV-E Foster Care Maintenance Claiming.
+ Maintain and control the fiscal components of the Northstar Payments.
+ Maintain and control the Per Diem Rates and Percentages report.
+ Maintain and control county Title IV-E administrative payments through the income maintenance cost allocation (IMCA) system and central office cost allocation system (COCAS).

Minimum Qualifications

Two (2) years of professional accounting or financial experience. Experience must demonstrate:
+ Expertise in federal regulations and law relating to administrative maintenance reimbursement and claiming.
+ Knowledge of federal grant management.
+ Knowledge of federal administrative claiming methodologies and cost allocation plans.
+ Skills in analysis and comprehensive reporting.
+ Experience interpreting and analyzing fiscal data, reports, and records.
*A Bachelor’s degree or higher in accounting may substitute for one (1) year of professional experience.
Preferred Qualifications
+ Experience applying accounting principles (GAAP) and practices sufficient in creation of various financial statements and reports.
+ Ability to analyze and interpret complex fiscal reports and records for adherence and conformance to federal laws, state statutes, and department policies.
+ Experience using Microsoft Office products such as Word and Excel, including use of pivot tables and advanced formulas such as VLOOKUP or similar functions.
+ Communication skills that demonstrate the ability for clear and persuasive presentations to both internal and external audiences, including written and verbal skills to train other staff, answer questions, and provide accounting guidance.
+ Ability to plan, organize, and successfully manage competing priorities.
