The Minnesota Department of Education (MDE) Student Access and Opportunity Division seeks an experienced English Language Development (ELD) Specialist to provide technical assistance, professional development, and compliance support to school districts and charter schools serving English learners across Minnesota. This leadership role combines expertise in language acquisition theory, evidence-based instructional strategies, and policy implementation to ensure all English learners (ELs) receive high-quality, culturally responsive education in accordance with state and federal requirements.
This position is eligible for telework to applicants who reside in Minnesota. Employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. For those who live 50 or more miles away, with supervisory approval and satisfactory performance are eligible to telework up to 100% of the time.
Minimum Qualifications

Five (5) years of professional experience as a K-12 English language development (ELD) teacher or English learner program administrator within an education setting
OR
A bachelor's or master's degree in TESOL, bilingual education or applied linguistics and four (4) years of professional experience as a K-12 English language development (ELD) teacher or English learner program administrator within an education setting
Experience must include:
+ Demonstrated experience in providing professional development or technical assistance to educators and administrators
+ Strong knowledge of state and federal requirements for English learner programs
+ Proven ability to collaborate across departments or agencies, and to communicate complex educational concepts clearly to diverse audiences including educators, administrators, policymakers, and families
+ Excellent written and verbal communication skills, including experience developing guidance documents, presentations, and training materials
Preferred Qualifications
+ K-12 teaching experience with English learners or multilingual students
+ K-12 English as a Second Language teacher licensure
+ Knowledge of or experience with:
+ Minnesota WIDA ELD standards and assessment systems
+ LEAPS Act and Minnesota English Learner Education Act implementation
+ Culturally and linguistically responsive teaching practices and equity-focused leadership
+ Students with Limited or Interrupted Formal Education (SLIFE) identification and programming
+ Demonstrated ability to work effectively with diverse cultural and linguistic communities
+ Experience facilitating large-group professional learning, presenting at conferences, or leading statewide initiatives
+ Working knowledge of cross-agency collaboration in areas such as special education, early learning, assessment, or literacy
+ Advanced degree (master's or doctoral) in TESOL, bilingual education, applied linguistics, educational leadership, or related field
