    **_*This position is a Temporary Unclassified position for approximately three (3) years in duration_** .

     

    Under general supervision, the Payment Specialist serves as a resource responsible for ensuring the processing of incoming and outgoing payments and ensuring high level of performance against Enterprise Payment and Income Center (EPIC) processing targets. This position will have daily tasks and projects assigned by team lead and/or supervisor to complete while working both independently and with a team.

    Responsibilities include but are not limited to:

    + Provide technical assistance in the area of customer and vendor billing/invoicing, payment processing, and check requests, etc.

    + Respond professionally to inquiries requests from Background Studies (BGS) stakeholders, providers, individuals, and vendors while ensuring excellent customer service and support.

    + Provide administrative business support to the EPIC team.

    + Analyzes/triages incoming service request types and payments to determine appropriate routing processes.

    + Serve as a subject matter expert and liaison in the division and along with the Lead Payment Specialist will interact with other financial staff in the department and produces ad hoc reports as needed.

    + Actively participate in EPIC team, Enterprise Services Unit, and enterprise-wide projects and initiatives.

    + Assist in organizing the escalation of issues between EPIC, other units in the Division, across the Office of Inspector General (OIG) administration, and Department of Human Services (DHS).

    Minimum Qualifications

    Two (2) years of experience with customer and vendor billing/invoicing, payment processing, and check requests, etc.

    AND

    Experience must demonstrate the following:

    + Skill in analyzing and interpreting financial records.

    + Investigate invoice errors; and communicate directly with customers, providers, and/or vendors to resolve issues.

    + Computer skills such as (MS Office – Outlook, Word, Excel, Teams, and SharePoint).

    Preferred Qualifications

    + Working knowledge of state, or non-state accounting principles and practices.

    + Knowledge of bookkeeping and/or accounting clerical procedures related to accounts payable, check/cash collection.

    + Experience assisting with routine reviews and audits to maintain compliance with procedures of various software applications and systems used

    + Understanding of Data Privacy, Data Security, Breaches –policies, procedures, and reporting requirements.

    + Identify and select appropriate tools and techniques to identify problems and develop solutions.

    + Ability to analyze and solve complex problems.

    + Excellent organizational skills; accuracy and attention to detail

    + Strong interpersonal and communication skills

    + Variety of experiences working effectively with others from different backgrounds and cultures.

    This position requires successful completion of the following:

    It is the policy of the Department of Human Services that the individual selected for this position successfully complete a background investigation prior to employment, including the following components:

    + Fingerprinting check (MNJIS/CJIS)

     

    Complete the Criminal Justice Information System (CJIS) Security Awareness training within 3-business days from the start of employment; and successfully obtain/retain CJIS certification annually.
