NTT DATA's Client is seeking an IT Scrum Master to implement the OSCAR Manufacturing Execution System (MES) to enable electronic batch records (EBR) along with integration to equipment and OCPLM for the CSD Frederick Manufacturing site.
Justification:
The EBR implementation is essential to:
Reduce the occurrence of batch record related errors.
Automate the capture of batch records for easier access and a clear audit trail.
Increase efficiency by reducing manufacturing lead times.
Role Scope / Deliverables
The development resource will:
Perform application development under the team's Scrum project methodology.
Deliver scalable solutions usable across multiple sites.
Leverage vendor familiarity with custom TrackSYS implementations and TFS to shorten development timelines.
Collaborate with Parsec (TrackSYS vendor) to fully utilize TrackSYS capabilities.
Key Skills & Individual Experience
Required Qualifications
IT Industry Experience (5+ years): Proven work with software development teams building data-driven enterprise applications.
Agile/Scrum Practices (5+ years): Strong knowledge of Scrum practices and tools such as Jira, Microsoft TFS, or Azure DevOps.
Project Management Tools (5+ years): Hands-on use of Client PPM, MS Project, or similar for project tracking and reporting.
Enterprise Systems (5+ years): Experience in managing, developing, or supporting enterprise platforms such as ERP, MES, or other mission-critical systems.
Microsoft Office Suite (5+ years): Proficient in Outlook, Excel, Word, and PowerPoint for reporting and presentations.
Programming & Databases (5+ years): Technical knowledge in at least one programming or scripting language and a DBMS (SQL Server, Oracle, MySQL) to support technical discussions and development.
Software Development Methodologies (5+ years): Strong understanding of Agile, Waterfall, and Iterative development approaches.
Configuration & Change Management (5+ years): Skilled in software configuration management, incident management, and change management using tools like Remedy, ServiceNow, or Jira.
Development & Integration Tools (5+ years): Experience with GitHub, Visual SourceSafe, Team Foundation Server, Jenkins, Maven, AWS SaaS, and job schedulers/build servers.
Problem-Solving (5+ years): Ability to think creatively and deliver solutions to resolve tactical technical issues.
Preferred Qualifications
Life Sciences/Manufacturing (5+ years): Exposure to regulated industries and related processes.
MES Systems (3 5+ years): Knowledge of Camstar, TrackSYS, or other MES platforms is a strong plus.
Problem-Solving & Critical Thinking (5+ years): Strong analytical mindset for identifying root causes and solutions.
Team Leadership/Coordination (3 5+ years): Ability to drive and manage multiple development teams across geographies.
Project/Program Management (3 5+ years): Experience contributing to or managing large-scale IT programs.
Scrum Master Certification: Strong plus.
Process Optimization (3 5+ years): Experience improving software development practices, especially Agile/Scrum processes.

Organizational Skills (5+ years): Strong ability to organize, disseminate information, gain consensus, and set expectations.
Time Management (5+ years): Ability to prioritize effectively and take ownership of issues and tasks to completion.
Education
Required: Bachelor's degree in Computer Science, Information Technology, Software Engineering, or related technical field.
Preferred: Master's degree in Information Systems, Engineering Management, or related discipline.
Certifications:
Scrum Master (CSM, PSM) certification preferred.
ITIL Certification for change/incident management a plus.
Cloud/DevOps certifications (AWS, Azure, Jenkins) are desirable.
MES/ERP vendor certifications (TrackSYS, Camstar, SAP) highly valuable.

This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on several factors, including the candidate's actual work location, relevant experience, technical skills, and other qualifications.
