Job Summary and Qualifications
This Assistant Vice President (AVP) of Facility Management Services is responsible for providing facility management related strategic direction and oversight for HCA's portfolio specific to ambulatory surgery centers within the Surgery Ventures Group (SVG). Primary responsibilities include development, implementation and oversight of facility management policies, standardized procedures/practices, operational efficiencies such as the shared service program, programmatic staffing models, technical engineering guidance and capital reinvestment strategies for more than ninety acute care facilities, their associated free-standing emergency departments and over one hundred and forty ambulatory surgery centers. This position will have budget responsibility exceeding $500 million for all operational and reinvestment programs within the assigned group(s). The AVP will lead a team of Regional and Divisional AVPs and Directors of Facility Management and the Ambulatory Surgery Division Engineering Director to ensure implementation of strategic plans to drive the success of facility operations across the enterprise. Their work will directly affect 1,000+ employees under the AVP’s organizational umbrella. The AVP will make regular visits to facilities within their assigned group to gauge the performance of programs and policies that have been put in place. They will work through the Regional and Divisional Directors of Facility Management to implement any improvements deemed necessary and will constantly reevaluate those programs and policies based upon the real-life feedback and observations in the field. Regular, clear and concise, communication with Group and Division level executive teams regarding operational KPI’s, infrastructure planning and any short- and long-term operational risks that require executive leadership support will be required. The AVP of Facility Management Services is ultimately responsible for facility management within the designated group(s) including the appropriate facility staff, support staff and facility management budgets at each individual facility as well as the long-term capital reinvestment planning and risk avoidance for those same facilities. The ideal candidate will have an extensive knowledge of the planning and budgetary requirements to maintain, repair and operate acute care facilities. They will have the ability to lead a large and diverse group of teams and be efficient in relaying pertinent information to people with differing levels of technical and operational experience. They should possess a deep understanding of facility infrastructure design and operation.
Quality
+ Visit facilities within each market along with Regional Facility Management and Divisional Directors of Facility Management to ensure each facility maintains a safe and effective environment of care as well as implementation of standard procedures and adoption of best practices.
+ Responsible for ensuring that each facility in assigned group(s) is being maintained and operated to HCA FacilitiGroup standards
+ Responsible for preparing facilities management key performance indicator goals for each facility.
+ Analyze quarterly reports on key performance indicators and overall operations for each facility in the group(s) with Regional and Divisional Directors of Facility Management.
+ When key performance indicator goals are not met, provide plans for improvement and/or allocation of capital as needed and track operational effectiveness of the instituted improvement or capital investment.
+ Responsible for success of regulatory programs that involve life safety and environment of care within the group(s). When deficiencies are found must have the ability to create an actionable plan and work with Regional and Division Directors to implement effectively.
+ Develop policy and standards utilizing knowledge of regulatory requirements, such as those adopted/enforced by The Joint Commission, CMS, NFPA, OSHA and other authorities having jurisdiction, to aid in continual survey readiness and code compliance.
+ Continual coordination with the Regional and Divisional Directors to prioritize all infrastructure capital requests within the group(s) in order to assist FacilitiGroup in addressing the most urgent needs in a logical order.
+ Provide technical expertise and guidance to correct infrastructure operability problems as well as ensure MEP design guidelines properly address reoccurring problems found in the field.
+ Coordinate review of facility and RCAP funded projects for scope and adherence to the HCA MEP design guidelines. Deficiencies should be brought to attention of the consultant/designer for capital allocation and inclusion in the project.
+ Provide engineering expertise for all facility, RCAP and corporate funded projects. This includes technical guidance to facility operators, design engineers, architects and contractors.
+ Monitor the condition assessment database for all assets in the CMMS system.
+ Continuous evaluation of all vendors including MRO service providers, engineering consultants, contractors, etc. to ensure contract and design guideline standards are met. If expectations are not met provide strategies for performance improvement.
+ Provide group executive leadership teams with regular updates regarding key operational risks with their facilities as well as infrastructure capital needs
Service
+ Serve facility administrative teams and staff by providing a compliant, safe and effective environment of care for our patients, staff and visitors to maximize the hospital staff’s ability to focus on patient care.
+ Coordinate onsite assistance to facilities that are experiencing a disaster such as a hurricane, earthquake, etc. through use of the market staffing resources, national contracts and integration within the corporate EEOC team.
+ Provide assistance to HCA Planning and engineering consultants to ensure that new construction and/or renovation projects consider the long term facility needs and that decisions are made that minimize operational impact to the facility.
+ Act as the owner’s representative for infrastructure related decisions around planning, design and construction projects.
+ Provide technical guidance and serve as a subject matter expert for facility management personnel around operations, maintenance, service and repair of infrastructure equipment.
+ Coordinate oversight and provide technical guidance to support facilities during infrastructure utility losses.
+ Coordinate oversight and provide technical guidance to support facilities during emergency remediation efforts, through vendor/contractor acquisition, moisture mapping, remediation, and support of build back efforts.
People
+ Develop, and oversee implementation of, plans, policies and strategic direction that will impact the 1,000+ facility management and support employees that fall under the AVP of Facility Management’s organizational umbrella
+ Determine and develop standardized facility management staffing models and create appropriate training and evaluation tools for those positions
+ Oversee the hiring, training and evaluation of corporate and market based facility management staff within the group(s) assigned
+ Continual communication with Regional and Divisional Directors of Facility Management to identify succession planning needs and develop future leaders in facility management
+ Oversight for all support related functions needed to successfully operate facility management teams such as human resources, accounting, information technology equipment and software, etc
Growth
+ Develop and implement processes and procedures which continually improve the quality of the facilities under the assigned group(s).
+ Continuously evaluate and optimize shared service offerings and look for opportunities where new division/group/enterprise lines of shared service can be financially advantageous.
+ Continuously evaluate and optimize MRO contracts/programs and look for opportunities where new division/group/enterprise contracting can be financially advantageous.
+ Continual development of both staff and one’s self through training and learning on the job, to provide upward mobility and growth in the future.
+ Continual input as subject matter expert for improvement and upkeep of all FacilitiGroup applications and resources such as Engineering Central, Complyos, HCAFI, etc.
Finance
+ Responsible for managing the operational budget, in excess of $400MM annually, of the facility management departments within the group(s), including staffing, maintenance, repairs, parts, operations, fleet management and vendor/contractor utilization.
+ Responsible for the scoping, prioritization and allocation of critical infrastructure capital reinvestments across the assigned group(s) exceeding $100MM annually.
+ Develop, implement and improve upon existing processes to maintain, repair and operate infrastructure equipment ensuring equipment meets or exceeds its life expectancy and operates efficiently throughout its lifespan.
+ Development, implementation and evaluation of existing MRO contracts and vendors involved with maintenance, repair and compliance activities within the assigned group(s) facilities. This work includes, but is not limited to, scoping of contracted services, vendor performance review and alignment with FacilitiGroup standard operating procedures and goals.

What qualifications you will need:
+ Four year (Bachelor) degree in engineering required. Mechanical or electrical engineering preferred.
+ Master’s degree in business administration or related field strongly preferred.
+ Minimum seven (7) years’ experience in a leadership role involving the design and construction of acute care hospitals and/or operation of an acute care hospital system.
+ Licensed Professional Engineer, Certified Healthcare Facility Manager and/or Certified Healthcare Engineer are preferred
+ Ability to travel up to 50%
