HIRING RANGE: $41,655-$61,450 Salary Grade: NC10
The Certification Unit is staffed directly to the Office of Civil Right Programs and its responsibilities are federally and state mandated. The unit is a statewide and department-wide resource that manages multiple programs.
This unit is directly responsible for the uniform statewide administration of its policies and programs as it relates to the small business programsalongwiththesupportiveservicesresourceofBusinessOpportunity Workforce Development. The Section provides resource support to the Department’s management as it pertains to the programs and certifications of small businesses and supportive services.
The unit manages the federally required Unified Certification Program (UCP). The unit is responsible for entering the certification of small businesses, and Business Opportunity Workforce Development, small business data into SAP/online portal, administering and managing the federally mandated and state General Statute, and Special Provision interpretation and updates. The unit maintains the federally mandated small Business database and web-based list for use with all federal stakeholders within the state of North Carolina.
This position reports to the Certification Manager in administering the small business and BOWD( Business Opportunity Workforce Development) Programs for the small business certification Unit. The position uses the authority under General Statute 136-28.10 and the small business Program Guidelines to determine the eligibility of firms to participate as a small business on NCDOT projects. This position oversees small business and BOWD policy management and small business certification process. This position develops overseas, and/or coordinates, training and outreach to internal and external stakeholders and current and potential small business contractors to improve knowledge and awareness and to establish, build and maintain key relationships and partnerships. This position aids firms as they seek to do business with the department.
The program area for this position includes one or more of the following: working knowledge of Business Opportunity Workforce Development (BOWD) program processes, working knowledge of training and outreach, experience working with small business programs and/or experience in state and federal government program review.

+ Experience maintaining effective working relationships with internal and external partners along with officials and the general public
+ Experience using Microsoft Office, SAP or other database computer programs
+ Experience providing training and outreach
+ Experience with project/ process management
Additional Expectations:
Position will require traveling and the ability to legally operate a vehicle.

Bachelor’s degree from appropriately accredited institution and one year of experience related to the area of assignment; or an equivalent combination of training and experience.
