Duties Description The Department of Health is adopting nation-leading cybersecurity regulations to support water infrastructure security and resilience. These regulations require community water systems to meet baseline cybersecurity standards. Experience related to regulated water and wastewater systems will be required to evaluate risks, deploy cybersecurity controls, and implement network monitoring and logging for the largest systems. Regulated entities will also be required to develop and maintain response and recovery plans to support continuity of operations in the event of cyber-attacks and to report cybersecurity incidents. The Environmental Health Program Manager 1 position will work within the Bureau of Water Supply Protection (BWSP) in the Emergency Preparedness and Cybersecurity unit. The BWSP is a diverse team that consists of scientists and engineers that work to protect the health of New Yorkers and ensure high quality drinking water is available at the tap. This position will supervise three staff assigned to the program and take the lead on regulatory activities, developing guidance and program launch. Duties may include but are not limited to:• Develop and implement the new Cybersecurity Program.• Coordinate with the Department of Environmental Conservation, Department of Public Service and Executive Chamber to implement the first-in-nation cybersecurity regulations for drinking water systems.• Complete rulemaking and initiate any revised rulemaking activities needed as a result of public comments.• Oversee the development of technical guidance and training materials to ensure the standardized implementation of related regulations.• Assist cybersecurity program staff with answering questions that come from local health departments, regional offices, or water suppliers.• Serve as primary point of contact for the cybersecurity program.• Supervise Program Staff.• Respond to Emergencies at Drinking Water Supplies.• Review written documentation of findings following a natural disaster, cybersecurity incident or critical infrastructure failure. • Enforce drinking water regulatory requirements.• Review and approve violation notices to water systems that fail to comply with drinking water regulations. • Administer All-Hazards Emergency Preparedness Program.• Oversee vulnerability assessment and emergency response plan review. • Develop an understanding of treatment technology and its role in emergency response.• Participate in the Drought Management Task Force.
Minimum Qualifications NY HELPS Minimum Qualifications: A bachelor’s degree in biology, biochemistry, chemistry, engineering, environmental health, environmental science, environmental studies, geochemistry, geology, health science, industrial hygiene, natural science, physical science, or public health AND four years of professional work experience with primary responsibility for investigating, assessing, or controlling the human health impacts of environmental or occupational exposures to chemical, biological or radiological agents, or physical hazards.* Two years of this experience must have included technical leadership** and supervision or oversight of technical/professional staff in a public health governmental agency.*A master’s degree in a field listed above may be substituted for one year of the required general experience; a Ph.D. in a field listed above may be substituted for two years of the required general experience.**Technical leadership must have included responsibility for scientific/technical development, implementation, and ongoing evaluation of program operations, staffing and staff development, program planning, and policy development and analysis.State Transfer & Reassignment Candidates: Current New York State Department of Health employee with permanent or contingent-permanent status as an Environmental Health Program Manager 1, Grade 27, OR current New York State employee with one or more years of contingent-permanent or permanent competitive service in a title at or above Grade 25/M-1, and eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.Preferred Qualifications: The preferred candidate will have experience in developing, implementing, and enforcing regulations, including but not limited to cybersecurity regulations; strong interpersonal and relationship management skills, particularly when engaging with members of the public, scientific and technical staff, and federal, State and local agencies; excellent oral and written communication skills; and be self-directed and organized with the ability to independently manage assignments, deadlines, and priorities. The preferred candidate will also have experience with vulnerability assessments, emergency response plans, and incident response; a demonstrated ability being flexible, adaptable to change, and working well in a fast-paced detail-oriented environment; and be proficient with Microsoft Office applications (Outlook, Word, Excel, PowerPoint) and other computer programs as needed.
